The Chilean regulator Subtel proposes a 52% cut in mobile connection fees in order to use each other’s lines for the next five years, driven by low costs and high user traffic. The government will set new access rates for 2009-2014 before the current period expires; under the new proposals a figure of $0.07/minute would be imposed, much lower than the $0.133-$0.136 currently charged by the incumbent operators Entel PCS, Telefonica and America Movil.
‘We are deeply surprised by the government’s proposal for a more than 50% rate cut, which does not seem reasonable, especially in light of the prevailing uncertainty and the still unknown magnitude and depth of the economic crisis,’ Entel said in a statement. The company said it would request an expert commission be formed to arrive at a proposal that ‘does not jeopardise the achievements of the industry to date.’

Movistar and Entel PCS in a legal battle with the anti-trust commission (Chile)

Movistar and Entel PCS, Chile, have planned to fight a legal battle against the anti-trust commission (FNE), together.
The commission had ruled that the implementation of number portability (NP) is a prerequisite for 3G licence auctions to go ahead.
The two operators have been joined by digital trunking operator Nextel, cable operator VTR and the telecoms watchdog Subtel, who already filed a complaint with the SC.
The pair agrees to the Subtel’s argument that introducing number portability is a regulatory issue for Subtel alone to decide. The companies argue that NP implementation will take at least another two years to complete, therefore it is unecessary to delay 3G auctions.

Chile has lost its South American leadership in terms of mobile penetration, which is now ruled by Argentina and Uruguay, but its mobile market remains strong, with an average of nine out of ten people owning a mobile phone. After 10 years of slippage, it can be seen that it’s mobile ARPU is rising, due to expanding mobile data services and growth in post paid client ratios.
Telefónica’s Movistar, Entel PCS, and América Móvil’s Claro are engaged in a cut throat competition for mobile market share. All three operators have launched 3G networks using their existing spectrum, while the government prepares to launch a 3G auction. Chile provides over 65 operational and financial metrics for the Chile wireless market.
Notable highlights of the 2Q08 Chile Mobile Forecast:
* It is forecasted that the level of wireless penetration in Chile will continue increasing to reach 104% in 2010. This will be the second highest wireless penetration level in Latin America after Argentina (109% in 2010). The number of total subscribers in Chile will increase from the projected 16 million to 18 million in the forecast period, 2008 - 2010.
* The two largest operators - Movistar Chile and Entel Chile - are losing subscribers to Claro Chile. From 2008 to 2010, the mobile market share (by subscribers) of Claro Chile will increase from 19.6% to 21% while that of Movistar Chile decreases from 42.9% to 41.5% and that of Entel Chile decreases from 38% to 37.3%.
* It is believed that Entel Chile will receive the highest ARPU in the country in 2010, and it is predicting a slightly higher ARPU for Entel at US$ 20.21 per month (previously US$ 18.52 per month)
Dotcom receives MVNO licence (Chile)

Chilean VoIP operator Dotcom has been awarded a 30-year mobile virtual network operator (MVNO) licence, writes BNamericas citing a statement published in the country’s official gazette. The new concession allows Dotcom to lease capacity from mobile network operators and resell the minutes under its own brand name. The licence was issued despite objections from the country’s three mobile companies: Entel PCS, Claro and Movistar Chile.
Formed in 2004, Dotcom offers VoIP and value added internet services, mainly targeting SMEs, according to the company’s website. Chilean Wi-Fi and bluetooth operator Blue Two Chile, a unit of local telco Telsur, was awarded an MVNO licence at the end of last month.
