Telecommunications market in Romania is driven by revenue growth at the mobile operators and ISP’s as it grew 14% to a value of RON 14 billion in 2007. According to a research report this was the slowest growth rate recorded since 2000. Gradual fall in prices for telecommunication services is the leading cause for the falling growth rate. Analyst anticipates that the Romanian telecommunications market will continue to grow at a double-digit rate in 2008, although about 3 points lower at 10.6 percent.
The most swiftly growing segment was DLISP (data transmission, line rental, internet access), which expanded by approximately 23 percent to RON 1.53 billion in 2007. The share of the DLISP segment in the entire telecommunication services market in Romania rose by 1% to 11%. In 2007, mobile operators accounted for 67% of the market’s value, up 3 percent over 2006. Researchers expects that the DLISP market in Romania will expand by about 20 percent (in value terms) in 2008, and the double-digit growth rate may continue well into 2012, powered by the performance of the ISP market, and in particular broadband internet access. Number of broadband users will almost double in the next five years report forecasted.

Internet Service Providers have been allowed to provide unrestricted Internet Telephony that implies that they can terminate Internet telephony calls on PSTN (public switched telecom network) and vice-versa. TRAI has even given the consent to national long distance (NLD) operators to connect to ISPs through public Internet (Internet cloud). TRAI said that ISPs and NLDs will have to thrash out mutual agreements for unrestricted Internet telephony for this to take place. As this will result in lower STD tariffs, this move will further boost competition in the domestic long distance segment. The move will permit calls from personal computers to fixed line and mobile phones. Currently, a voice call can travel between two computers but not from a mobile or a fixed phone. This is expected to open huge channels of revenues for ISPs. According to a regulator, NLD shall make suitable commercial and technical arrangements with access providers i.e PSTN/PLMN (public land mobile network lines) for unrestricted Internet telephony. According to TRAI, TEC (Telecommunication Engineering Centre) will identify distinct number resources for Internet telephony subscribers. Telephone numbers from the identified blocks will be allocated to ISPs, UASPs (unified access service providers), BSOs (basic service operators) and CMSPs (cellular mobile service providers) for Internet telephony.
DoT invites bids for auction of 3G spectrum , set tough conditions for bidders (India)

DoT has started the process for 3G mobile services and invited bids from Indian and Foreign companies to conduct the auctioning of spectrum in 22 telecom service areas. DoT has call for pre-paid conference on August 27 for issuing the Request for Proposal (RFP) and will open the financial bids on September 19 this year.
According to the eligibility criteria, the bidder shall not have any equity directly or indirectly in any telecom or Internet service provider in India. Similarly, any telecom company or ISP shall not have any stake in the bidder company. The companies applying for conducting auctioning of spectrum need to be registered under the Indian Companies Act or a foreign company incorporated in a country outside India or a joint venture of such companies. The bidder company should have the experience of having conducted at least five e-auctions in the last three years and the total value of all e-auctions conducted should be at least Rs 2,500 crore.
Communication and IT Minister A Raja had asserted that the ministry of finance was consulted on all the financial implications relating to 3G spectrum pricing and they (finance ministry) has also nominated its representative in the joint committee which would oversee the auctioning of radio frequency. Raja further said that there would be no deviation in the schedule for auction of spectrum and rollout of services.
TP to pay license fees of 1.6% of it’s revenues to France Telecom (Poland, France)

Polish telco TP Group will pay France Telecom licence fees of 1.6% of its revenues from business-to-business, TV and ISP operations for the rights to use the Orange brand, reports Reuters. TP already uses the Orange brand for its mobile operations and now plans to introduce the B2B, TV and ISP services over the course of the next year. The licensing contract is valid for ten years. France Telecom owns 48.6% of TP Group.
Nebula launches 100Mbps service in Helsinki

Finnish ISP Nebula has begun offering residents of Helsinki a 100Mbps broadband internet connection, using a VDSL2 solution provided by Nokia Siemens Networks (NSN). Nebula plans to connect the first customers within few weeks. The NSN VDSL2 broadband solution makes very high data rates possible in densely populated areas using the local copper telephone network. The solution provides fast symmetric connections with very high upstream speed, in addition to even faster downstream connections.

Orcon, Vodafone New Zealand in GSM wholesale agreement

New Zealand ISP Orcon has signed its wholesale agreement with Vodafone which will allow it to launch New Zealand’s second GSM mobile service in October. The agreement establishes Orcon as a true wholesale operator, with the company offering an Orcon-branded set of products delivered over the existing Vodafone network infrastructure.
Clearwire completes first mobile WiMAX tests

The US wireless ISP Clearwire says it has completed the first phase of its field trials of 802.16e mobile WiMAX technology. The trials, which covered a 15 square mile area in the suburbs of Portland in Oregon, were carried out in conjunction with Intel and Motorola. The firms will now expand the tests, with the second phase covering 145 square miles. Clearwire is currently using its 2.5GHz spectrum to provide pre-WiMAX wireless broadband services in more than 30 US markets. Iskon raises ADSL speed to 10Mbps for USD18 per month

Iskon Internet, a subsidiary of former monopoly telco T-Hrvatski Telekom (T-HT), has launched an ADSL internet access service with a maximum download speed of 10Mbps, Croatia Today reports. ‘We are offering clients improved Iskon DUO packages (fixed telephony and ADSL internet) at the price of HRK99 (USD18) per month, including ADSL speeds of up to 10Mbps and 30% cheaper phone rates,’ Iskon announced. ‘Iskon is currently introducing in Croatia the latest international standards, which, as proved in other countries where such services exist, definitely lead to the more favourable and better telecommunications future,’ an Iskon representative said. TeleGeography’s GlobalComms database notes that T-HT bought Iskon for USD17.6 million in April 2006, before fully consolidating the ISP the following June.
