BenQ in talks to outsource handset production – report
BenQ is in talks to outsource its mobile phone production, Germany’s Manager Magazin reports. Insiders tell the magazine that talks have been under way with Foxconn and Jabil Circuit on handing over the production operations in Europe and Asia. BenQ recently pushed back the profitability date for its phone business to mid-2007, as it struggles to turn a profit after acquiring the Siemens handset business. A spokesman for the company confirmed that it is closing plants in Mexico and Taiwan and assessing all its production sites, but declined to comment on the outsourcing report or shutting its last site in Germany.

MTN declared 2006 African Mobile Operator

Johannesburg (AND) One of Africa’s leading communications service providers, MTN Group Limited has been declared the African Mobile Operator of the Year (2006) at the inaugural CommsMEA Awards in Dubai.

The award recognises operators that have shown outstanding performance and results in key market segments and is yet another recognition of the Group’s leadership in telecommunications in emerging markets. A statement from MTN Group Corporate Affairs indicated that the award was conferred last week. “MTN was recognised for its ability to develop and improve its mobile services while growing penetration rates and improving the customer experience. The award was received in Dubai by Chris Kilowan of the MTN’s office in Iran, on behalf of the MTN Group,” the statement read. It was also indicated that the award follows the Financial Mail’s Top Companies survey in July 2006, where MTN won second place for delivering growth off a rising base. “The MTN Group is the only company to appear in the FM’s Top 20 in all four years since the inception of the Top Companies survey,” the statement read. MTN signs sh165m deal
Enterprise Uganda, MTN and Roofings have signed two memoranda worth sh165m to establish business linkages with suppliers.
The first memorandum was signed by MTN’s chief executive officer Noel Meier, the executive director of Enterprise Uganda, Charles Ocici and the Uganda Investment Authority’s acting director, Keremente Kyoratungye, at the Serena Kampala Hotel recently.
“The memo worth $67000 (sh124.2m) will be used to train the dealers and suppliers,” Ocici said in an interview at Nakasero, Kampala.
The second memorandum worth $22,000 was signed between Roofings’ Sheik Arif and a representative of the dealers.

Italy’s police arrests ex-Telecom Italia manager in wire-tapping probe
MILAN (AFX) – The Italian police arrested 20 people yesterday, including one ex-Telecom Italia SpA manager, accused of criminal association in connection with a probe into illegal wire-tapping, daily Corriere della Sera and other newspapers reported.
The former manager is Giuliano Tavaroli, who was responsible for security, they said, adding that the police also arrested Pierguido Iezzi, current security chief of Pirelli & C SpA, the company which controls Telecom Italia.
Many of the others arrested were police officers, the papers said.

Italian PM not opposed to sale of Telecom Italia’s TIM to foreign investors
MILAN (AFX) – Prime Minister Romano Prodi said he would not oppose a sale of Telecom Italia SpA’s mobile telephony unit Telecom Italia Mobile (TIM) to foreign investors.
‘I would not oppose a sale of TIM abroad, nor do I have the legal means to do it,’ Prodi was quoted as saying by daily Finanza & Mercati.
The paper also said that a group of five or six private equity funds led by Carlyle would be ready to offer 30 bln eur for TIM, in a transaction financed with 23 bln of debt.
The Carlyle group might include Permira, Apax, Blackstone, Kkr, Tpg and Templeton, it said.
Last week, Telecom Italia unveiled plans to separate TIM and its fixed-line network to focus on media and broadband services, fuelling speculation of possible asset sales.

Globe and Smart take varying routes to technology
The decision of Smart Communication to cut on its investments on 3G is quite surprising. No less than its president Napoleon Nazareno confirmed that Smart’s unilateral decision was a function of what it had regarded a small local market for 3G, as it preferred to concentrate on providing basic telephony services (voice calls and text messaging) to its more than 20 million subscribers. Nazareno did not say the exact investment retreat, but it could be surmised that it was substantial. It could also be surmised that Smart does not have right now the sufficient wherewithal to carry out its planned 3G capital expenditures, although it could readily go to the capital market.
There was nothing wrong with its business decision. But what could be baffling were the circumstances surrounding this investment decision. The nation’s biggest wireless carrier has chosen to tread the conservative path at a time when Globe Telecom, its main rival, was pouring $100 million on 3G. Also, Nazareno had made the announcement two weeks after Philippine Long Distance Telephone Co. chairman Manuel Pangilinan had joined the sales pitch on 3G, making the latter a virtual salesman of services but not of ideas. Was Nazareno finally reining his wayward boss, who was adjudged the 2005 “Management Man?”
Although it could be said that Smart’s decision was carefully studied, Nazareno did not take pains to explain its strategic value-or wisdom. Neither did he mention his expectations from the investment retreat. All he said was that Smart was putting a hold on its 3G investments because of a limited market, indicating it would only invest if and when the market was ready. So long as the market has not matured, Smart would stick to the conventional wisdom that only necessity would push it to make substantial investments. In short, it does not intend to join the technology race just to make a point.
On the contrary, Globe is taking the bull by its horns. It is making substantial investments on the firm belief that 3G possesses plenty of potentials and that Globe could further capture a bigger slice of the already tightening market if it starts investing on the emerging technology. Globe’s main owners, the Ayalas, are better known for their conservative stance in investing, but they are now taking a big gamble on 3G, probably pawning their last heirloom to raise funds for this technology that has been hyped to excite the global wireless market. It was the same route Globe took 10 years ago when it built its GSM network to become the first local carrier to provide 2G services in the country. When text messaging exploded in the late ’90s and early 2000, Globe had half of the market.
3G is not an entirely different technology. It is an upgrade of 2G (voice calls and SMS), 2.5G or GPRS (voice calls, SMS, and MMS) and 2.75G or EDGE (voice calls, SMS, and MMS with faster download rate). It has been predicted that in due time, 2G and its upgrade would be rendered obsolete by the speed, power, and economies of scale, which 3G would have achieved. Indeed, the technology has arrived, only the applications have yet to be firmly put in place. It has also been asserted that in due time, local wireless subscribers would migrate to 3G, replacing their 2G handsets with the more versatile 3G handsets to create an explosion that was similar to late ’90s and early 2000.
The 3G potentials are highlighted by the fact that the Philippines has come out with a friendly regulatory environment for the emergence of this wireless technology. The spate of auction and regulatory fees is regarded a barrier to entry, but the National Telecommunications Commission has opted to exact minimal fees to allow the local 3G licensees to impose lower fees for 3G services. Learning from the mistakes of other regulators, the commission has come out with policies that lower the investment risks, which the 3G operators face in deploying the technology. The commission is keenly aware how Japan has given 3G spectrums for free and 3G licenses for minimal fees. NTT DoCoMo now has more than half of its subscriber on 3G.
Aware of the frenetic pace of wireless technological innovations, Globe however, has chosen to go straight to the 3G upgrade, which is HSDPA (high density downlink packet access). Hence, Globe has become the first telecommunications firm in Asia-Pacific that has launched “Super 3G” or 3.5G capabilities to both corporate customers and the general public. Now, the Philippines is probably the only country with the lowest per capita gross domestic product that offers commercial 3G services. It is even ahead of mass markets like Indonesia, Thailand, China and India. It joins 3G countries like Japan, Singapore and Hong Kong.
Even Globe is now crowing that its subscribers trying out Globe Mobile Broadband with HSDPA have been making video calls both locally and abroad to their pick of the largest number of video IDD destinations outside the country. They have been downloading full music tracks to their phones from the largest music library with a diverse choice of music from OPM to international music hits. They have been watching live national and international TV programs for free through their 3G video streaming.
Also, Globe believes that as the nation’s wireless market matures and begins to seek not just the standard voice calls and SMS, it will poised to offer a robust array of enhanced value added services to cater to the diverse requirements of the Filipino mobile subscriber. Its internal studies showed that by spending for new technologies, Globe would continue to capture a bigger slice of the mobile market. This is a basic corporate strategy to which it adheres.
Moreover, Globe understands that only by leapfrogging to 3.5G could it adequately prepare itself for 4G. Experiments on 4G have been reported successful and that it would be a matter of time for its commercial introduction. This is the corporate positioning it has chosen to take. In a way, Globe is also guiding the mass market toward maturity. Instead of leaving everything to chance, to the flux and flow of the imponderables, Globe has chosen to influence the market.
Smart is taking a different route. Whether it will be proven correct and vindicated at the end, only time can tell.

Espoo, Finland – Nokia has signed a nationwide supply contract with the Philippine telecommunications company Globe Telecom Inc. This network modernization deal includes an upgrade of the Globe Telecom circuit switched core network, also enabling fixed mobile convergence.
Under the agreement Nokia will renew the core network of Globe Telecom including the upgrade of Nokia mobile switching centre into Nokia MSC Server mobile softswitch.

O2 XDA Stealth PDA Phone Coming Soon
Slated for an October release is the swish O2 Xda Stealth PDA phone, clad in ‘ebony black’ and featuring a slide-up numerical keypad.
Billed as a “fusion of functionality and versatility,” the tri-band GMS900/1800/1900 phone (but no 3G) is powered by an Intel Xscale PXA 272 Processor running at 416 MHz with a healthy 192 MB Flash ROM and 64MB RAM onboard.
The front panel is dominated by a 2.4 inch touch screen supporting a resolution of 320 x 240 pixels and 65,000 colours.

BSNL launches pre-paid cards for landlines
Bangalore: For now, only public call booth franchisees will benefit from the Fixed Line Pre-Paid (FLPP) account cards from Bharath Sanchar Nigam Ltd. (BSNL) in Bangalore Telecom District.
By the end of this calendar year, individual and business subscribers of landlines could enjoy this facility which can do away with waiting in long lines to pay telephone bills.
Unlike the India Telephone Card, there will be no 16-digit personal identification number to dial; and the card usage will be linked to the fixed line number itself.
The transactions would be recorded over software loaded on to the Intelligent Network platforms of BSNL. The telecom major has five IN platforms altogether in the country.
Chief General Manager, Karnataka, S. Ramalingam, who launched the FLPP facility here on Wednesday said: “The PCO franchisees can avoid billing hassles and their commission is built into the FLPP cards they buy in advance.” The new facility closely followed the missed call alert service, he said.
General Manager (Marketing) R. Chandramouli said such offers were needed to retain competitiveness and enhance service. The prepaid cards in the denominations of Rs. 500, Rs. 1,000, Rs. 3,000, Rs. 5,000, Rs. 9,000 and Rs. 10,000 would be made available through BSNL’s customer service centres.

BSNL offers prepaid service to PCOs, STD booths
Bangalore, Sep 21 (IANS) State-owned telecom behemoth Bharat Sanchar Nigam Ltd (BSNL) is launching a prepaid service for fixed lines operated by public call offices (PCOs) and std booths in the city.
The service, termed fixed line prepaid (FLPP), facilitates PCOs and STD booth operators to buy recharge coupons in advance and offers the service to customers on a 24×7 basis.
Unlike the ITC (India Telephone Card) service, where the authentication is done through a 16-digit PIN, the authentication of FLPP is linked to calling line indicator (CLI). So, the user will not have to dial the account number for authentication.
‘The primary reason for introducing the prepaid service to PCO/STD franchisees is to avoid the hassle of paying the post-paid bills every fortnight at our collection centres after waiting in the queue for long. Now, they can buy the prepaid cards for a value ranging from Rs.500 to Rs.10,000 and operate their booth with 15-90 days validity.
‘The FLPP also enables operators to collect their commission ranging from 25 percent for the lowest card value to 37.5 percent for the highest card value in advance,’ BSNL’s Bangalore telecom circle principal general manager S. Ramalingam told IANS at a preview of the service here Wednesday.
With public phone booths accounting for 22-25 percent of the annual revenue in the district, including urban and rural areas, about 81,000 PCOs and 16,000 STD booths are operated in the state’s largest telecom circle.
The prepaid service will initially be offered to about 200,000 lines from the exchanges where high-tech switches are installed and connected through software to the Intelligence Network (IN) platforms at Kolkata and Ahmedabad.
‘Going forward, we will extend the service to all the exchanges in the district after they are upgraded with the Alcatel switch. The prepaid service can also be availed by our home subscribers in place of the post-paid service to regulate the usage,’ Ramalingam said.
In a bid to check the migration of its franchisees to private service providers like Reliance and Tata Indicom, which offer wireless booths with prepaid cards, BSNL will be allowing its PCO operators to offer STD/ISD facility to customers by opting for the FLPP service.
‘In a competitive environment, we are coming out with innovative products and services to ensure our franchisees remain with us as they have been over the decades. In addition to the FLPP service, we will provide a metering instrument to generate bills for charging customers instead of buying it separately,’ Ramalingam pointed out.
As in the case of mobile customers, the PCO/STD operators can buy the prepaid cards of a value that is equivalent to the average business generated in a week, fortnight or month.
With a higher prepaid card value, franchisees can offer the service to eight customers simultaneously. Residential and commercial subscribers will also have the option to dial a toll number (1805233) followed by destination number for making prepaid calls.
‘To make optimal utilisation of the IN platforms and converging technologies that have been installed across the country for seamless interface, we are gearing up to offer toll free numbers with universal access to individual or residential subscribers.
‘As in the case of service providers and corporates, home subscribers can dial these toll numbers where the calling party pays. Similar value-added services are in the offing to broaden our product portfolio,’ Ramalingam added.
