Austria, one of the highest mobile penetration rates in Europe has the subscriber base is fiercely contested by four network operators and a growing number of MVNOs, with the result that Austrians have some of Europe’s lowest tariffs. The four 3G networks have seen impressive growth, largely at the expense of existing GSM offerings. The incumbent’s mobile division, Mobilkom, has expanded to Eastern Europe to incorporate lucrative neighbouring markets, and in 2006 it secured a 3G licence in Slovenia and was the sole applicant for a Serbian licence but may lose market share over the next three years.
Notable highlights of the 2008 - 2010 Austria Mobile Forecast include:
- The level of wireless penetration in Austria will be increasing smoothly, and it will reach 120.8% in 2010. Total subscribers in the country will increase from our projected 8.5 million in 2008 to our forecasted 9.8 million in 2010.
- It is believed that the largest operator in the country - Mobilkom (Telekom Austria) - will be losing its market shares to T-Mobile and Drei over the next three years. Mobilkom’s market share (by subscribers) is expected to fall from 44.2% in 2008 to 41.4% in 2010.

Second phase of the mobile TV network deployment launched by German-owned company Media Broadcast in Austria, switching on transmitters in the regions of Bregenz, Eisenstadt, Graz, Linz and St. Polten. A report says, that the DVB-H network is now available to 50% of the country’s population. Austria’s cellular operators, Mobilkom, ONE and 3 – use the DVB-H network to provide mobile TV services. Government gave the licence to Media Broadcast to deploy the network and lease it to cellular service providers.

Austria’s largest cellular operator by subscribers, mobilkom, has signed an agreement which will allow it to offer DVB-H mobile TV services. The deal has been reached with Austria’s DVB-H network operator, Media Broadcast, and its two operating partners, ONE and 3 Austria. The consortium was awarded a licence to offer mobile TV transmissions over UMTS 3G networks in February this year.

On Wednesday Nokia Seimens Networks (NSN) and mobilkom Austria demonstrated the world’s fastest data call on a mobile device using the vendor’s Internet High Speed Packet Access (I-HSPA) technology. The downlink speed reached a maximum of 10.1Mbps during the trial.
I-HSPA is designed for heavy data transmission and multimedia usage. The ‘flat architecture’ is a new architecture of 3G networks based on W-CDMA technology that allows the base station to be connected directly to the internet and eliminating Service GPRS Support Nodes (SGSNs) and Radio Network Controllers (RNCs).

Vodafone has announced that it has extended its ‘Partner Market’ agreement with the Mobilkom Austria group to Serbia, where Vodafone will introduce a range of own-branded products and services over the VIP Mobile-branded network. The agreement makes Serbia Vodafone’s 41st ‘Partner Market’. ‘Serbia is an important telecommunications market in Europe and developing rapidly, and we are pleased that Vodafone is now able, through its partnership with VIP Mobile, to offer a full range of international products and services from Vodafone to the Serbian market. We enjoy a long and very good cooperation with Mobilkom Austria Group which is known for its innovation leadership and its high quality standards and are happy to extend this cooperation to Serbia,’ said Paul-Gerhard Itjeshorst of Vodafone.

Mobile network operator Mobilkom Serbia, which operates under the VIP Mobile brand, has launched a post-paid package of services. CEO Alexander Sperl told reporters that Serbia’s market is becoming increasingly competitive, which he attributed to his company’s arrival as the third operator.
Mobilkom Serbia, a subsidiary of Austria’s wireless operator of the same name, was awarded Serbia’s third GSM900/1800 licence in November 2006, agreeing to pay the asking price (EUR320 million) plus EUR1 for the ten year concession (renewable for a further ten years). The terms of the licence stipulated that Mobilkom must launch services within six months of licensing and provide coverage of 20% of the population and three major highways within a year. The network must achieve 50% population coverage within two years (November 2008) and 80% of the population and 90% of the territory of the Republic of Serbia within four (November 2010). Mobilkom Serbia launched in July.

Croatia’s second largest mobile operator by subscribers, VIPnet, has launched a mobile VoIP service under the brand ‘Vip Over IP’, free of charge for a six month trial period. VoIP calls can be connected to mobile handsets and computers via any ISP of the user’s choice. According to a press release, unlike some other VoIP services such as Skype, Vip Over IP users will keep their mobile identity when calling fixed or mobile networks using a computer, ie their full number will be visible to the call recipient. VIPnet is wholly owned by Telekom Austria’s wireless unit Mobilkom Austria.

Telekom Austria’s domestic cellular subsidiary Mobilkom has awarded Alcatel-Lucent a contract for the supply of high speed uplink packet access (HSUPA) technology, which will increase data upload speeds on its network to a peak 1.4Mbps. The two firms have already conducted tests of the technology on parts of Mobilkom’s networks in the city of Graz. Mobilkom is Austria’s largest cellco in terms of subscribers, with more than 3.7 million customers and a 39% market share.

Telekom Austria Group has restructured its operations to create a listed holding company with two operating subsidiaries: fixed-line unit Telekom Austria and mobile unit Mobilkom Austria. This restructure has now been registered with legal authorities and completes a process designed to spin off its fixed-network operations into a separate company. The Telekom Austria holding company will manage investor relations, international mergers and acquisitions, financial management and corporate communications. It will also control the group’s strategic direction. The restructure does not affect the group’s 15,000 employees. Fixed-network subsidiary Telekom Austria is led by Rudolf Fischer, with Mobilkom Austria led by Boris Nemsic.

According to Macedonia’s telecoms regulator, the Macedonia Agency for Electronic Communications (AEK), six companies have expressed an interest in bidding in the country’s forthcoming auction of a fourth GSM operating licence. The AEK says that four of those looking to take part are foreign concerns and two local; it declined to provide any further details. Under the regulator’s licensing conditions, the successful operator will be required to launch within six months of receiving its concession and provide network coverage to 30% of the population in the first year. By the end of the second year coverage must reach 50% of the population, rising to 90% by the end of year four.
Macedonia is home to three mobile operators, writes TeleGeography’s GlobalComms database: T-Mobile Macedonia (formerly MobiMak), Cosmofon (owned by OTE unit Cosmote of Greece) and new market entrant, Mobilkom, which is backed by Mobilkom Austria and won its concession earlier this year. At the end of December 2006 Macedonia had 1.417 million mobile users, a mobile penetration rate of 69.7%.
