India plans to hold 3G auction on 16 January 2009, reports Department of Telecommunications. The last date of submission of applications is set for 5 January. The department will auction two blocks of radio bandwidth, or spectrum, each for Delhi and Gujarat, and four each for most the remaining 20 service areas.
The winning bidders, according to the guidelines proposed will be given up to 5 years from the date of allocation of spectrum to roll out services in at least 90% of the service areas in Delhi, Mumbai and Kolkata, and 50% in other areas. If a company is unsuccessful in meeting the proposed target, it can get a one-year extension by paying a penalty of 2.5% of the spectrum-acquisition price per quarter.”If the operator does not complete its rollout obligations even within the extended period of one year, the spectrum assignment shall be withdrawn,” the department said.
The government has set the starting auction price at about $0.420 billion for bandwidth across India.

Jordan Government reveals its plans to issue 3G licences in the country. The telecoms regulator of Jordan will in the first phase will auction one 3G licence, a tender open to all the incumbents and new entrants as well. After the establishment of an acceptable price, it’ll then move on to offer licences to the incumbent operators like Orange, Zain and Umniah. The minimum bid for a paired block of 5 MHz in the 2.1 GHz band priced at $35.26 million, with a maximum limit of 10-Mhz in total. After 10 months the Jordan goverment will again 10 MHz each to the incumbent operators that didn’t win the bid. The acquisition price will be the same as the winning bid in the initial auction. Any remaining spectrum will be issued three months later. The winner of the initial tender will also be offered 2G spectrum priced at 130% of the cost of the 3G licence. Tender documents will be issued mid-December’08, with the auction and winner announced January. The winners will be required to roll out service within one year and cover the major cities within a certain period.

The Mexican telecom operator Marcatel plans take part in country’s spectrum auction as it anticipates expansion of serives to broadband and 3G. Cofetel, the Mexican regulator, plans to auction 3G spectrum in the 1.9GHz and 1.7GHz-2.1GHz bands, alongside WiMAX spectrum in the 3.4GHz-3.7GHz bands next year. Marcatel’s president Gustava de la Garza noted, ‘We are ready to participate. We are waiting to see the bidding conditions and how many carriers will be allowed to participate, and then we will determine our offer’, also calling on Cofetel to consider implementing restrictions on additional spectrum that would be available to incumbent Telmex.
