The forieng telcos who win the 3G spectrum in an auction to be held of 16 January’09 will also be eligible for 2G spectrum, a government official disclosed. “For a new entrant in 3G who has obtained a licence, it will be in the queue for 2G spectrum,” said R Ashok, member (finance) in India’s telecom commission.

DoT reveals only four 3G licences for auction (India)

Department of Telecom reportedly has revealed that no more than four 3G licences are expected to be auctioned per telecoms circle. This disclosure is the result of previously announced plans for between eight and ten concessions to be offered in each circle. In seven of the 22 circles less than four licences are now anticipated to be offered. The circles of Rajasthan and North East have no free spectrum, whereas West Bengal has enough space for a single licensee, report said. In Delhi and Gujarat two licences each will be awarded, where as in UP (West) and Himachal Pradesh will receive three licences. Earlier, DoT has guaranteed Bharat Sanchar Nigam Ltd (BSNL) and Mahanagar Telephone Nigam Limited (MTNL) to receive 3G spectrum in each of their circles, they will not participate in the auction process, instead matching the highest 3G bid.
Unitech receives 4.4MHz of Spectrum for 3 service areas (India)

DoT has allotted 4.4 MHz of Spectrum in 1800 MHz GSM band to Unitech in respect of Haryana, Himachal Pradesh and Kolkata service areas. With this allocation, the company have been allotted initial spectrum in 16 service areas out of total 22 service areas. In October, the company informed that DoT, ministry of communications & information technology, Government of India had issued letter to the company`s Telecom subsidiary for allotment of 4.4 MHz of spectrum in 1800 MHz GSM band in respect of Bihar service area.
India to allocate 3G spectrum by January-end

India will allocate 3G spectrum to successful bidders by 2009 January-end. The government with global spectrum auction for 3G and 4G services hopes to raise up to $8.3 billion.
Vodafone Essar, had recently requested delay of the auction due to global financial crunches. But Telecoms Secretary Siddhartha Behura is confident of no delay in the plan of completing the auction by mid-January.
3G auction postponed to early 2009 (India)

The Indian government has postponed the 3G auction to early 2009. The reason behind the postpone is the non-availability of the spectrum in 9 circles. The reason comes as a shocker as the government should have been well aware about the non-availability before the announcement of the date of auction. The other reason added was that the foriegn operators will be unable to participate in the process as December is a holiday season.
Though the sources reveal that the actual reason behind the delay is the global economic crisis, as they are dicey about the expected revenues generated from the auction.
50% of GamTel sold, says paper(Gambia)

Gambian newspaper The Point reports that the country’s government has agreed to sell 50% of national incumbent fixed line operator GamTel, owner of GSM operator Gamcel, to a Lebanese-owned company called Spectrum. The sale of the government’s stake is said by the paper’s unnamed source to have taken place with effect from 1 August 2007. As part of the terms of the sale, Spectrum has reportedly agreed to install a management team, to work alongside officials of the fixed line and mobile units. German consultancy DeTeCon is reported to have won the management contract, although the details have not been confirmed by the state or the companies in question.

Sweden to award new spectrum next year

Telegeography writes…The National Post and Telecom Agency (PTS) has announced that it intends to award wireless network operating licences in the 1900MHz-1905MHz and 2500MHz-2690MHz spectrum bands in spring 2008, suitable for mobile broadband services. Prior to the planned tender, the regulator says it will invite existing operators to register their interest in a licence, and also encourages all interested parties to submit views regarding the spectrum by 2 May 2007.
