Rometelecom has won the competition licence put up for sale by the Romanian state, media reported. The competition in telecom market is heated up as Romtelecom will be able to provide wireless telephony and Internet services in areas so far covered exclusively by mobile phone operators, a business that brings out the revenues worth tens of millions of euros per year. Official announcement will be made on 8th September ‘08 by
National Regulatory Authority for Communications and Information Technology (ANRCTI).
The flip side of the story shows a different scenario, legal battle started by Orange, Vodafone, RCS&RDS and Zapp, in order to block the race for securing the mobile communications licence. It is anticipated that this battle will intensifyconsidering that, after the announcement of the winning offer, ANRCTI has two weeks at its disposal to effectively hand over the licence to Romtelecom. Four Operators are of a view to shelve the procedures of awarding mobile licence. The next date is set for 9th September in the court case filed by the four operators.

Romanian mobile operator Zapp selects Chinese communications equipment provider ZTE as its supplier for the development of its 3G network. ZTE has been selected by Zapp as its partner and supplier for the expansion of its current 450 MHz network and the rollout of the 2100MHz network. Under the partnership agreement, ZTE will provide equipment and services to both Zapp Romania and Zapp Portugal. The 3G network services will be available in Romania in 19 cities starting from June. Zapp (Telemobil) was recently acquired by investment group Saudi Oger.

Saudi Telecom Co has agreed to acquire a 35 percent stake in Oger Telecom for USD 2.6 billion. Oger, which is controlled by Lebanon’s Hariri family, had been in talks to sell a stake to Vivendi, but the negotiations ended late last year without a deal. For the Saudi operator, the deal builds on its recent expansion abroad, which also includes a stake in Malaysia’s Maxis. Oger Telecom controls the mobile operators Cell C in South Africa and Zapp in Romania, as well as Turk Telecom and other fixed-line activities in the Middle East.

Saudi Arabia-based Saudi Oger has acquired Romanian mobile operator Telemobil (Zapp), according to Romanian news site Hotnews. Saudi Oger acquired 50 percent of the Inquam Limited shares from US-based Qualcomm. Saudi Oger already owned 50 percent of Telemobil’s subisidiary Inquam through its investment fund Omnia Holdings. Both parties involved have not made public the terms of the transaction. Telemobil recently won the licence for a UMTS spectrum in the 2100 MHz band and will shortly begin expanding its network utilising this frequency. in 2001, Telemobil launched a 450 MHz CDMA network developed by Qualcomm. Saudi Oger is a group controlled by the family of the former Lebanese prime minister Rafic Hariri. Saudi Oger is the main shareholder of Oger Telecom.

Telecompaper reports that Orange Romania has launched a fixed line telephony service targeting business and residential customers. The bundled DSL/voice telephony service is the third such offering from a mobile operator – Zapp and Vodafone Romania launched similar deals at the end of 2005 and earlier this year respectively. In related news, Orange also announced the launch of HSDPA services in some areas of the capital Bucharest.

In the process of winning its 3G licence, Zapp says that it committed to rolling out a 3G network covering most of Romania by the end of 2007. The first part of their commitment was concluded this week, when Telemobil paid before due date the first installment worth of US$10.5 million of the total cost of US$35 million of the 3G license.

Being the first mobile operator in Romania to be launched mobile broadband services, having a great network quality and riding on our competitive edge in technical and service innovations we are fully committed to constructing the next generation network”. Telegeography writes…Romania’s fourth 3G licence holder has paid the first instalment of its USD35 million licence fee and says it plans to launch services by the end of this year. Zapp (formerly Telemobil) was awarded one of the two remaining 3G concessions last October; the other licence was acquired by cable operator RCS&RDS, which also plans to launch its first services this year. Zapp currently offers data-only 3G services over its CDMA450 system, but is keen to roll out a full 3G network. Cellular operators Orange and MobiFon-Vodafone also hold 3G concessions, which they won in 2004. Both operators have had commercial UMTS services up and running for some time.
