According to a local media report, Department of Telecommunications (DoT) is considering proposals that would allow foreign telcos to participate in the auction for 3G spectrum without a local partner. As per the proposal, foreign comapnies will be allowed to bid as 100% entities and if these companies are successful they will be given a time frame in which they will look for an Indian partner for the venture. The existing regulations bounds foreign players from holding more than 74% equity in any firm that offers communication services in India.
