India’s Department of Telecom (DoT) has proposed certain modification to the reccomedation of TRAI on allocation and pricing of spectrum for 3G and BWA services. According to the followig proposal the reserve price for a block of 2 x 5 Mhz in the 2.1 GHz band should be 0.5 percent of GDP, which in the case of India, will come to USD 0.5 billion (INR 21 billion), twice of that recommended by TRAI.The DoT made this proposal because spectrum will only be allocated in the 2.1Ghz band due to non-availability of 450Mhz and 800Mhz bands.Blocks of 2 x 5 Mhz in this band will be auctioned based on the telecom service area and every successful bidder will be provided with one block per telecom service area. whereas, the earlier recommendation given by TRAI were in regard to spectrum allocation in 450Mhz and 800Mhz bands.
