Spanish telecom operator Telefonica has reportedly entered into a strategic partnership with China Unicom, wherein both operators will use each other’s networks to expand their coverage. According to reports, the deal will provide Telefonica access to China Unicom’s network in the regions of Hong Kong, Japan, Singapore, Australia, France and Sweden.

In return, China Unicom can reportedly increase its presence through Telefonica’s network in Argentina, Brazil, Chile, Colombia, Ecuador, Guatemala, Panama, Peru, Venezuela, Mexico, USA, Puerto Rico, Germany, Austria, Belgium, Bulgaria Denmark, Slovenia, Slovakia, Spain, Estonia, Finland, France, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Morocco, Norway, Poland, Portugal, Netherlands, Czech Republic, Romania, Sweden and Switzerland.

Reports suggest that Telefonica believes this agreement will help both operators expand their capabilities to provide telecom services to various customers in different geographic areas.

­Bulgaria based Vivacom asserted that it has recorded the 100,000th customer, to have switched over from rival networks to its own by way of taking advantage of the mobile number portability scheme. Bulgaria had witnessed the Mobile number portability implementation in April 2008.

Vivacom has been witnessing close to 5,000 customers per month who have been subscribing to their network  ever since the launch of the “one stop shop” procedure. In addition, this figure is going up all the time.

Apparently, mobile number portability has gained currency with consumers because they only need to contact the operator to switch over or port in yet, keep their same mobile numbers. Vivacom has been porting in to its network at the rate of close to 180% more subscribers per month as compared to the period prior to introducing the streamlined one stop shop procedure.

Incidentally, the only network operator that boasts of a positive balance in terms of numbers ported in and out, ever since the scheme was launched is Vivacom. On the other hand, the National Telecom recorded the biggest growth in terms of increasing mobile subscribers that represents 37% in one year.

25th May 2011 was the deadline set by the European Parliament and the EU’s Council of Ministers for the member states of the European Commission for full implementation of the new EU telecoms rules as part of their national law. Twenty of the EU member states have been sent information requests as to why they have not yet reverted with regard to the stipulated implementation of the telecoms rules.

Under the EU infringement procedures, the information requests are equivalent to letters of formal notice.

Under the ambit of the new EU telecoms rules, phones, mobile services and internet are taken into account with regard to rights of the consumers and businesses. The highlights of these rights comprise of customers being empowered to switch telecoms operators in just one day without changing their phone number, more transparency regarding the services customers are offered, in addition to securing their personal data online.

So far only seven Member States namely Denmark, Estonia, Finland, Ireland, Malta, Sweden and the UK have confirmed the Commission of full implementation of the rules; a majority of the EU member states having notified the Commission of implementation to certain extents while the legislative processes are continuing.

Austria, Belgium, Bulgaria, Cyprus, Czech Republic, France, Germany, Greece, Hungary, Italy, Latvia, Lithuania, Luxembourg, The Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia and Spain constitute the twenty other Member States that are yet to respond to the letters of formal notice within two months, failing which or even not being convincing, the Commission stands to issue the concerned Member States, a formal request to implement the legislation. The second request will be the form of a ‘reasoned opinion’ under EU infringement procedures. Eventually, the matter will be referred to the Court of Justice of the European Union.

­The Bulgaria-based Vivacom has claimed the best network coverage title across 3G and GSM spectrum, in a report released by the country’s telecoms regulator.

The telecoms regulator’s data suggest that 93.43% of the population in the country fall under the 3G coverage of Vivacom. In comparison, M-tel covers 84.87% and Globul 88.96%. On the other hand, Vivacom’s 3G network coverage on territory stands at 76.71% as compared to M-tel’s 55.90% and Globul’s 60.23%.

Earlier in May this year, a CPC statement highlighted that the best third-generation network in Bulgaria is the Vivacom’s 3G network. Apparently, the regular’s data confirms this. Incidentally, Vivacom happens to be the 18th operator in the world that uses the 900 MHz spectrum for 3G network commercial offering.

In addition, Vivacom is looking to cover 98% of the population with 3G services, besides 87% of the territory by the close of this year.

Vivacom is expected to offer speed at close to four times higher than what is available currently. Reports of successful speeds tests that recorded 14.4, 21 and 28 Mbps have been published. In addition, real conditions fixed speed of 24 Mbps has been achieved and 19 Mbps while moving.

GLOBUL will appeal the decision of the Commission on Protection of Competition (CPC) to reject the operator’s complaint demanding the ban of the misleading advertisement which presents the BTC’s 3G coverage as the best one in Bulgaria.

The BTC’s advertisement on the coverage of their 3G network contradicts to the fair commercial practices and misleads consumers. Moreover, the operator presumes to speculate even with data from an independent survey on the 3G network ordered by the three Bulgarian mobile operators. The results from the survey are applicable for technical purposes only but not to be used otherwise.

According to independent data sources, the BTC’s 3G network performance could not be considered as the best one in Sofia, neither in the main cities, resorts and roads or in the country as a whole. Another important fact is that the speed of opening Web pages in the 3G network of BTC (the Internet browsing speed) is up to 20% lower than the speed in the other operators’ networks.

It is also quite amazing that BTC stated the competitive advantage of its 3G network coverage without taking into account the fact it is due to the use of primarily the 900MHz band. To this day, barely 30% of all handsets offered in the country’s trade network and even lower percentage of all purchased 3G phones can operate in that frequency range

Quoting CRC’s data on the values of the 3G coverage is yet another biased argument, as the operator’s network coverage values declared before the Communications Regulation Commission (CRC) were measured neither by state authorities, nor by independent experts.

GLOBUL awarded EUR 65,000 to PFC Litex for winning its fourth and second consecutive Bulgarian Championship title. GLOBUL Chief Marketing Officer Mr. Dimitris Lioupis presented the check to PFC Litex President Mr. Trifon Popov at a special media event held in Sofia.

The amount is a special premium for the team under the partnership agreement between the club and the mobile operator for winning Bulgarian championship and qualifying for the 2011-2012 UEFA Champions League.

Extinguished PFC Litex player Svetoslav Todorov and the club’s most promising young player Georgi Milanov were presented personal gifts from GLOBUL.

Litex succeeded in doubling their bug achievement from the previous season and proved that they truly deserve to represent Bulgaria in the coming Champions League tournament. It is an honor and a privilege for GLOBUL to be official partner of the Bulgarian champions. Bulgaria to get CallMyName on 1 June

Service for mobile communication CallMyName will be launched in Bulgaria on 1 June. CallMyName uses personal and corporate names rather than dialing mobile phone numbers.

After Bulgaria, the service will be launched in the following countries:  Austria, Switzerland, Germany, Poland, Serbia, Italy and Croatia.

Any company or person can use their name as a number by using CallMyName (CMN). The service brings together the name of each subscriber with their telephone number, website, Facebook profile and Skype name. Each of the registered names is always accessible from anywhere.

CMN intends to change the calling habits of users in Bulgaria and around the world in mobile phone dialling and simplify communication. Using CMN is free of charge and possible from any mobile device with internet connection. Moreover, Call My Name will provide Android and iPhone applications which will be free to download from its website.

M-Tel to launch Opera Mini in Bulgaria

Mobiltel (M-Tel) a mobile operator in Bulgaria has announced that it will be offering a customized version of the Opera Mini mobile browser.

With the partnership agreement between Vodafone and Opera Software, it will allow Vodafone and its local partners to launch ‘Vodafone Internet by Opera Mini’.

More than 5 million M-Tel clients in Bulgaria will soon have access to a unique mobile web experience. The Opera Mini mobile browser works on more than 3,000 different mobile phone models, from basic phones to smartphones.

In addition to offering a wide range of handsets with the Opera Mini browser pre-installed, M-Tel will allow customers to download it for free from live.mtel.bg or by sending an SMS with ‘opera’ to 124. The service will offer free-of-charge unlimited browsing during a one-month period.

M-Tel will award a Sony VAIO VPC EA3 laptop to a winner of iMediaShare application competition on 2 June.

After the test period expires on 11 May, anyone who has the app installed can win the prize.

Competitors need to fill in an enquiry card received by e-mail address and send their replies by 25 May.On 2 June, a winner will be announced.
