Mobitel, Cambodian mobile network operator, has been given time until February to ensure its mobile money service abiding by the Central Bank regulations.

The mobile network is required to search for a partner with a local bank to support the mobile money transfer service.

The Central Bank issued a ruling in August that it must oversee credit remittances – which includes the money transfer services provided by mobile networks.

The Cellcard Cash service was launched in September without Central Bank oversight after the network operator interpreted the regulations as not being applicable to its service.

At the time, the mobile network’s operations manager Kay Lot stated that the company did not consider mobile-money transfers to be banking.

The GSMA, which helped fund the service, was reported last month to have suspended grant payments, worth up to US$5 million, until the situation is resolved.

­The National Bank of Cambodia has warned that it will take action after local mobile network; Mobitel launched a mobile banking service without applying for permission from the Central Bank. The Central Bank had issued a ruling in August that it must oversee credit payments – which includes the money transfer services provided by mobile networks.

According to reports, Mobitel’s Cellcard Cash service was launched on September 20 without the filing of an application. The money transfer service is backed by the Bill and Melinda Gates Foundation.

Central Bank director general Tal Nay Im declined to comment on what action the central bank was considering, she did not rule out legal action against the mobile network operator. She said she cannot tell anything yet but the company has to do something.

According to Mobitel’s operations manager Kay Lot, the company did not consider mobile-money transfers to be banking.

M-Pesa launches in UK (Kenya)

Vodafone’s group company, Safarikom has launched m-pesa, it’s mobile money transfer and payment service at selected outlets in the UK.

Kenyans in the UK  can now send money to their friends and family in Kenya through M-pesa UK, direct to their mobile phone wallets.

Western Union, Provident Capital Transfers and KenTv were involved in a small pilot before the commercial launch of this service.  A total of 19 outlets with high local kenyan population were selected to trial this service.

To send money using M-PESA, the sender in UK will be required to identify themselves and furnish the agent with the recipient’s name, Kenyan mobile number and the amount being sent in Sterling Pounds. This will be converted at current rates and sent in Kenyan Shillings.  Neither party is charged a registration fee.

A transaction fee ranging from £4 to £6.90 will be charged though.

Following authorisation by the Central Bank of Kenya, Safaricom shall be increasing the locations in the UK from which money can be sent to M-pesa customers as well as launching services across other popular remittance corridors

Currently, the maximum amount that can be sent internationally per transaction through M-pesa is £250 while the total allowable per month from a single sender in the UK is £1,000.
