America Movil’s Mexican unit has reportedly agreed to lower the interconnection costs with four operators. Interconnection cost is the charge levied by network operators on other service providers to recover the costs of the interconnection facilities (including the hardware and software for routing, signalling, and other basic service functions) provided by the network operators.

According to reports, telecom regulatory authority, Cofetel, had asked America Movil’s Telecel unit to reduce the charges in an attempt to improve the competition in the mobile phone market. As per sources, Telecel is expected to reduce the interconnection costs progressively to US$ 0.026 in 2012, US$ 0.024 in 2013 and US$ 0.022 in 2014 from US$ 0.028.

Reports suggest that the regulator has said that the deal includes traffic with NII Holdings Inc’s Mexican unit, Nextel Mexico; America Movil’s fixed-line affiliate Telefonos de Mexico and Marcatel.

Mexico’s telecommunications regulator has alleged that it is proposing sanctions against the country’s biggest mobile phone operator and a major cable TV provider over recent failures in their service.

According to the Federal Telecommunications Commission, or Cofetel, America Movil unit Telcel, the country’s biggest wireless provider with 62.4 million subscribers, had a network failure in November that affected customers and didn’t notify authorities until after the 24-hour deadline. An inspection visit showed that 52% of calls had failed during the outage, the company could be fined up to 20,000 times the daily minimum wage — about US$89,000 for the first violation and up to twice that amount for the second.

Cofetel stated that the proposal was sent to the Communications and Transport Ministry, which will make the final decision and would apply the sanctions. Its board is also proposing sanctions against Empresas Cablevision, a unit of media conglomerate Grupo Televisa for service interruptions to clients in the Mexico City area during work being carried out in October and November on the company’s network. The regulator said Empresas Cablevision didn’t have prior government authorization for the work. The company also provides Internet and phone service.

According to Empresas Cablevision, the service interruptions were “isolated and temporary events” as the company upgrades its network to offer such services as high-speed Internet, and interactive and high-definition TV. It had advised its customers and authorities about the upgrades being made to its network.

www.WirelessFederation.com/news: A legal action has been started by Telefonica to obtain a court order against the deactivation of lines that were not registered in the Mobile Phone Users National Registry (Renaut). A provisional court order has been recently obtained by America Movil, via its Mexican unit Telcel against the suspension of unregistered mobile lines.

It was announced by Movistar on April 9 that it will maintain the unregistered mobile phone lines active, even after the April 10 deadline. It has also maintained that it will go to court in defense of its subscribers in case it becomes necessary.
However, Movistar has been compelled by Mexican telecommunications regulator Cofetel to suspend service to mobile customers who have not registered their numbers in the Renaut database by April 10.

It has asked the telco to either abide by the law or face penalties. A provisional court order is hoped to be obtained by Movistar releasing it from cutting off service to customers who have not provided proof of identity.

he aim of the Mexico’s Mobile Phone Users National Registry (Renaut) system is to identify mobile phone users and register mobile service subscription activation and cancellation. The information collected is later used in investigations involving kidnapping, extortion, threats and organized crime.

As per the regulations passed by Cofetel, mobile phone owners who have not signed up to the national registry by April 10 will have their service suspended without liability to their provider and Movistar has been asked to comply with the law.

It was announced by Cofetel at mid-January that 93 companies acquired the bid documents for the mobile license tender launched on January 6.

However, only 30 have presented the required documentation to demonstrate their technical and financial capacity to participate in the tender process. 120 MHz spectrum in the 1.7 and 1.9 GHz frequency bands will be auctioned by Mexican telecoms regulator Cofetel.

Around 13 companies pre-qualified for the 1.7 GHz frequency band tender and 17 operators filed for the 1.9 GHz spectrum tender. Operators receiving Cofetel’s authorization will have to submit their formal bids on 25 May.

Deployment of mobile network with nationwide coverage is intended by the two parties with an investment of over USD 3 million on the project in 2010. More than 90 companies have acquired the bid documents for the mobile license tender launched by Cofetel on 6 January.

Additional 120 MHz spectrum in the 1.7 and 1.9 GHz frequency bands has been offered as a part of the tender by Mexican telecoms regulator Cofetel. Cofetel’s authorization will allow the operators to submit their bids on 25 May and the result is expected to be released by June.

Mexican telecoms regulator Cofetel has offered additional 120 MHz spectrum in the 1.7 and 1.9 GHz frequency bands. The aim of the tender is to boost the competition by promoting the entry of new competitors on the market, without inhibiting the growth of established operators.

The bidding guidelines for the 1.9 GHz spectrum tender has been bought by 44 operators, while the documents for the 1.7 GHz frequency band tender has been acquired by 49 companies.

Tv Azteca, Telcel, Nextel, Iusacell, GTM, Multivision, Avantel, Axtel, Pegaso, Cablevision, MegaCable, Alcatel, Marcatel, Maxcom, Grupo Elektra, Operadora Unefon and Motorola are some of the interested parties.

Operators having Cofetel’s authorization will be able to submit their bids on 25 May and the results may be announced in June.

However, the company also said that the figure is 11 % lower than last year, reflecting the effect of the international context and drop in the domestic economy on the telecommunications sector.

Mobile telephony, domestic long distance and satellite TV services grew while paging and international long distance declined during most part of the third quarter. Mobile telephony traffic recorded an increase of 18.7% and domestic long distance traffic rose 0.9%.

7.6% and 22.6% fall was recorded in Incoming international long distance traffic and outgoing long distance traffic respectively. 1.6% year-on-year growth reaching to 20.5 million at the end of September was recorded in the lines of services in fixed-line telephony in Mexico.
