Motorola Solutions (NYSE: MSI), the world’s leading provider of mission-critical communications solutions, today announces that it has provided interoperable Motorola TETRA (TErrestrial Trunked RAdio) digital radio systems for police and emergency services in the Channel Islands of Jersey and Guernsey. The new systems will allow Jersey and Guernsey to collaborate more effectively in public safety provision and emergency situations, safeguarding more than 158,000 residents. For the first time worldwide, systems between two separate states can be joined whenever needed.

By renewing and the ability of uniting the two TETRA systems, Motorola solutions will help emergency services personnel in Jersey and Guernsey to more efficiently safeguard public safety by expanding the networks’ coverage and improving the tracking of seagoing vessels and craft, while reducing the cost of supporting their communications networks. Areas of the English Channel around Jersey and Guernsey not previously reached will be brought under the TETRA networks.

KEY FACTS

-- Motorola Solutions has installed Dimetra 7.1 TETRA infrastructure for
both Jersey and Guernsey, allowing both to operate independent secured
TETRA networks with push button interoperability between both islands'
public safety communications systems. The unique interoperable systems
were launched during the first week of April.

-- The new systems will allow both communities access to an enhanced
coverage area, including an area of the English Channel that separates
Jersey and Guernsey. This enhancement will allow emergency services
personnel to carry out cliff rescues in areas that previously did not
have radio coverage. In addition, Jersey's Motorola MTM5400 mobile will
have gateway repeater capability, enabling users to temporarily extend
the coverage area of the TETRA network through their individual
      handsets.

-- The Dimetra IP 7.1 TETRA systems provide both Jersey and Guernsey with
enhanced security. They have secure communications through separated
TETRA Encryption Algorithm (TEA) 2 encryptions and Group Cypher Key
      (GCK) support.

-- While Jersey has upgraded its TETRA system, which was installed by
Motorola 10 years ago as one of the first TETRA systems in the world,
Guernsey's TETRA network has replaced the previous system. The new
platforms are state-of- the-art and offer greater reliability and
extended support for all public safety services.

-- The Motorola systems cover more than 2,000 users across all public
service communications in Jersey and Guernsey, including police, fire
      and coast guard services.

-- Additionally, the two states have signed service contracts for 10 years,
      including maintenance and repair.

-- The Dimetra IP TETRA solutions include the ability for Jersey and
Guernsey to upgrade the TETRA networks to TETRA Enhanced Data Services
(TEDS)-capable systems, making it an ideal long-term solution for both
      islands' public safety needs.

-- Motorola also is supplying a range of devices to Jersey, such as MTP850
S TETRA radios and MTM5400 TETRA mobiles. The MTM5400 ensures the call
gets through with its excellent receiver sensitivity. It is the first
TETRA mobile with voice and TEDS capability.

-- As part of a separate tender, Motorola has also supplied Jersey fire
services with MTP850Ex ATEX radios. These TETRA radios provide high
quality communication with comprehensive user safety and class-leading
ATEX & IECEx specifications, allowing use when in environments
containing potentially explosive gas and dust. Motorola's rugged,
intuitive products undergo a series of rigorous tests to ensure superior
quality under the most extreme conditions.

Beeline single mobile operator informs about further expansion of international roaming network. Now voice roaming is available in Telecom Seychelles (Seychelles), Elisa (Finland), Wana (Marocco), Wind (Italy).

The company signed GPRS roaming agreements with Cellplus (Mauritius), Latelz (Cambodia), Vodafone (Hungary), Cable&Wireless (Guernsey), Orange (Madagascar), U-Mobile (Malaysia), Alands (Finland), Manx Telecom (Mann island). CAMEL roaming is available in Bakcell (Azerbaijan) and Africell (Gambia).

“In 2010 we were first in Uzbekistan in number of roaming partners around the world,” Anton Golikov, Technical Director of Unitel LLC commented the event. “Beeline has been a roaming operator number one for a long time, and we are proud to prove this image in our country.”

Today Unitel subscribers enjoy international voice roaming in 380 networks of operators from 159 states, GPRS roaming by 182 operators from 95 states. Beeline also leads in 3G roaming (123 operators in 80 states) and CAMEL-roaming (110 operators in 69 states).

To be noted, CAMEL roaming is a unique service when Unitel subscribers can use Beeline connection at any positive balance, i.e. without paying $50 guarantee fee, until the balance is equal to $0.

At that, fee is charged in real time mode. CAMEL roaming doesn’t need any activation, the service is automatic. The service is available for all subscribers individuals using prepaid tariff plans, at any positive balance.

Sure wins 3G licence in Guernsey

www.WirelessFederation.com/news: Sure has reportedly been awarded the 3G licence by the Office of Utility Regulation in Guernsey. Earlier this year the OUR announced plans to create a level playing field for all three operators by reallocating some spectrum.
We are pleased with this announcement and are grateful to the OUR for its work in ensuring that all three operators in Guernsey can now compete technically on equal terms,” said Paul Taylor, Sure’s Marketing Director.
Any moves which give customers access to a full range of services has to be welcomed and enabling all three operators access to both 2G and 3G is a very fair decision as it will mean all can be competitive in their customer offering.”
Sure will release its 2x5MHz of 900MHZ spectrum to Guernsey Airtel Limited, which is a prerequisite to Sure being awarded a 3G licence.
As the market leader in Guernsey, Sure has built up an excellent relationship with the OUR which has enabled it to create an increasingly level playing field. We believe that a spectrum plan for the efficient and effective use of any future spectrum should be agreed between all three operators as soon as possible and look forward to working with the OUR to achieve this,” he said.
The operator has not revealed as to when it will roll out 3G services.

Safaricom awarded 3G licence ( Kenya)

The Communications Commission of Kenya (CCK) has awarded a 3G licence to former monopoly operator Safaricom, for a payment of USD25 million. The regulator has assured Safaricom’s rivals, Celtel Kenya and Econet Wireless International Kenya that there is enough spectrum available if they wish to apply for a concession of their own. ‘By rolling out 3G, Safaricom shall now be able to extend its range of services to include high speed data communications such as mobile internet access, mobile video conferencing and videophone,’ said John Waweru, CCK’s head honcho. Safaricom executive Michael Joseph said that he expects some UMTS services to be launched as soon as next month.

Safaricom is 60%-owned by the state, and 40%-owned by holding company Vodafone Kenya. The UK’s Vodafone Group holds 87.5% of Vodafone Kenya, giving it a 35% indirect stake in Safaricom, with 12.5% of Vodafone Kenya held by mysterious Guernsey-registered firm Mobitelea Ventures. According to TeleGeography’s GlobalComms database it is the market leader by a country mile, with close to seven million subscribers at the end of June this year, a 75% market share. Kuwaiti-owned Celtel has the remainder; Econet has yet to launch services, having only been cleared by the CCK to operate in July 2007, and is planning to do so early next year.

A judge in Kenya has dismissed an attempt to block the government’s planned sale of a 25% share in cellco Safaricom. The suit lodged in Nairobi’s High Court said the government had ‘refused to give a full disclosure of the ownership of Safaricom and the sums received or not received in various transactions constituting its current shareholding’. Justice Nyamu argued that the government had not done anything illegal that would warrant cancellation of the initial public offer (IPO). He noted that although the government was ‘selling the family silver’, it was entitled to do so ‘with finality and without interference in order to realise maximum public benefits’. The ruling now means that the IPO, possibly Kenya’s largest ever sell-off, will go ahead as planned by the end of the year, with the government expecting to net about KES30 billion (USD451.6 million).

Three opposition members of Kenya’s parliament are suing the government for failing to disclose the true ownership of state-backed cellular operator Safaricom prior to its planned initial public offering (IPO). The suit lodged in Nairobi’s High Court says the government ‘has refused to give a full disclosure of the ownership of Safaricom and the sums received or not received in various transactions constituting its current shareholding’.

Until earlier this year it had been thought that Vodafone of the UK held a 40% stake in Safaricom, with the government retaining 60%, but investigations found that the 40% stake is actually owned by a holding company, Vodafone Kenya. Vodafone Group has 87.5% of Vodafone Kenya, giving it a 35% indirect stake in Safaricom, with 12.5% of Vodafone Kenya held by mysterious Guernsey-registered firm Mobitelea Ventures. The government is planning to sell off 25% of Safaricom by the end of this year in what could be Kenya’s largest ever IPO.
