www.WirelessFederation.com/news: The Mexican telecoms regulator, the Secretario de Comunicaciones y Transportes (SCT), has reportedly modified the licences held by the telcos Movistar and Nextel. According to the regulator, the modification will increase competition in the wireless segment.
Under the changes Nextel will be allowed to offer traditional mobile voice services, and it will make an initial payment of MXN11.3 million (USD870,000) for the updated licence terms, plus a further MXN79 million fee per year. Movistar, meanwhile, will be permitted to offer trunking services.
SCT has also modified Iusacell’s licence in Regions One and Four, allowing the company to offer data services, trunking and videoconferencing. On the other hand the authorities also confiscated 25MHz from Iusacell in the 100MHz and 400MHz bands Region Nine, which includes Mexico City; the regulator claims that Iusacell was not making efficient use of the spectrum. In addition, Iusacell will be expected to pay MNX894 million for a 15-year extension of its concession contract that expired in April 2007.
www.WirelessFederation.com/news: Mexico has launched licence tenders for additional 120 MHz spectrum in the 1.7 and 1.9 GHz frequency bands by early September, communications and transport minister Juan Molinar reportedly unveiled. Both frequency bands can be used for provision of any telecommunications service, especially 3G including voice, data and video. The 1.7 GHz frequency band tender will be promoting the entry of at least one alternative operator on the local market.

In 2008, Megafon said it was ready to make an investment of USD 4.66 billion in the construction of a network in Iran if it was awarded a licence.
www.WirelessFederation.com/news: The Georgian National Communications Commission (GNCC) has reportedly extended the licence of the country’s second largest telco in terms of subscribers, Geocell, by ten years. The licence was due to expire on 3rd August, but is now valid until 2019. The GNCC has also extended Geocell’s ten-year term licence for the use of numbering resources 8-93. Geocell ended March with a subscriber base of 1.6 million and a market share of 41.2%.
www.WirelessFederation.com/news: The Iraqi cabinet has decided upon to introduce fourth mobile licence in Iraq to offer mobile services, a government spokesperson stated.
“The cabinet has given its initial agreement to launch a fourth mobile phone license and to set up a mixed public and private sector company for this purpose,” Ali al-Dabbagh said.
www.WirelessFederation.com/news: The Mozambique cabinet has reportedly ordered that regulators begin preparations for the launch of an international tender for the country’s third national mobile licence. Luis Covane, spokesman for the Cabinet, said, ‘There is space for the entry of a third mobile network operator and after this authorisation, work related its entry should begin immediately.’ According to a report, Mozambique ended 2008 with a subscriber base of 4.4 million, mobile market grew by 30% and wireless penetration was reported to be 20%.
www.WirelessFedration.com/news: President of telecom regulator Arcep said that the government still intends to launch the tender offer for frequencies set aside for the country’s fourth mobile phone license before the end of July.
The only official candidate for the license is lliad. Numericable and Virgin Mobile France said they were considering the possibility to bid jointly.
www.WirelessFederation.com/news: Nepal’s Minister for Information and Communications Shankar Pokharel has warned that the government may license a third mobile network operator if current incumbents Nepal Telecom and Spice Nepal Private Limited (SNPL, or Mero Mobile) do not improve their service quality. The minister reportedly said, ‘It is the responsibility of the telecom company to provide the consumers whether by upgrading the technology or hiring qualified human resources who know how to fix the problems.’ He further said, ‘If they fail to come up with a solution, the government will have to resort to the option of bringing in another telecom company to enhance competition and give the quality of service that people desire.’
According to the survey conducted by the regulator the Nepal Telecommunications Authority (NTA) in September 2007 found that 66% of calls made from NT cell phones had ‘encountered problems’. Although the figure for Spice Nepal was just 8.52%, since then its subscribers have complained of a significant deterioration in service quality.

Outremer Telecom says it plans to appeal the decision to the ICT Appeal Tribunal. ‘We don’t agree with this decision. We didn’t expect the ICTA would reject our demand,’ Outremer Telecom’s CEO for Mauritius, Michel Rigot, reportedly said. The new entrant had intended to invest in the rollout of a 3G network and said it was on train to hire 200 staff to support the new service. A tribunal is now anticipated to make a decision regarding Outremer’s appeal by the end of 2009.
