The Indian government has issued notices to Aditya Birla group company Idea cellular for Punjab circle and new operator Etisalat DB for Delhi and Mumbai for cancelling their 2G licences for missing roll-out obligations respectively.

According to DoT Secretary R Chandrashekhar, a notice has been issued to Idea Cellular for Punjab circle.

Earlier, a similar notice had been issued to Etisalat DB  for cancellation of its licence in Delhi and Mumbai circles.

In Idea’s case, the notice has been issued for not meeting launched obligations and for other violations of licence conditions.

DoT  issued Letters of Intent (LoIs) to Idea Cellular for providing Unified Access Services in nine service areas– Kolkata, West Bengal, Assam, Karnataka, Orissa, North East, Jammu & Kashmir, Punjab and Tamil Nadu (including Chennai) on January 10,2008.

The Department of Telecom (DoT) has made a decision to permit mobile towers within 500 metres of international borders.

The department has modified its norms according to which installation of towers within 10 km of the international border was not allowed. The move is seen as an attempt to counter incoming signals from neighboring Pakistan and Bangladesh.

According to Minister of state for communications and IT, Sachin Pilot, they have changed the norms as they observed that signal from other countries are entering their border areas in North-East, Rajasthan and Gujarat. Now, towers can be placed within 500 metres of the border on Sunday. He added that the move will improve signal strength in the border areas which is important for security.

According to reports, Pilot stated the department was vigilant about the reports of Pakistani mobile network being used near border areas. They have taken action against a few and also Ministry of Home. Defence and DoT are working together to counter such activities.

Pilot added that the department will distribute satellite phones to villagers and security personnel where there was no mobile network and signal was a problem. They intend to ensure network availability to each person in the country.

As the supply of electricity is less in the sparsely-located areas on the borders, a few upcoming mobile towers will be run by solar plants.

The minister launched a scheme called ‘Rakshak’ on Sunday. The scheme offers facility to paramilitary personnel to stay connected with their families in any part of the country without spending on call charges. By paying a nominal sum of US$6.62 monthly, soldiers will get two SIM cards, one of which they can give to their family. The calls made between the two SIM cards will be free.

The mobile number portability (MNP) service is set to start in Haryana from today.  Mobile users will have the option of changing their service provider without changing their mobile numbers.

MNP service in rest of the service areas across the country will be implemented in a phased manner after its launch in Haryana.

According to Telecom Regulatory Authority of India, the maximum time period for transferring would become seven working days except in Jammu & Kashmir, Assam and North East licensed service areas, wherein it would be 15 working days.

Customers willing to avail the service will have to send an SMS from their phone to 1900. On these bases, they will get a unique porting code as SMS from the existing service provider.  The customer can then make an application in the prescribed form mentioning the code to the selected new service provider for porting of number.  A period of seven days has been prescribed for completion of porting  of the mobile number to the network of the new service provider.

The Department of Telecom (DoT) has asked all mobile phone companies in the North-East to complete the re-verification of their customers data within three months, fuelling speculations that a good chunk of the pre-paid connections might be disconnected in the process.

According to DoT notification issued  to service providers, after the expiry of three months no recharge will be allowed for unverified connection.

Some mobile companies, who fear they would not be able to meet the deadline and that an estimated 75-80% of pre-paid customers would go out of the mobile loop, have outsourced the exercise.

According to a senior executive at Maxis-controlled Aircel, it will be difficult to meet the deadline. The agencies to which the work has been outsourced are working overtime.

As per the notification, a set of new documents need to be furnished by the customers. Mobile companies estimate that 75-80% of the customers, old as well as new, will not be able to furnish these new set of documents. And if they fail to furnish, they will be disconnected.

According to industry sources, documentation has now become a huge issue for ordinary people. Not all possess passport or driving license, or for that matter any of the new set of documents notified by DoT.
