Serbia Offers Tender for Mobile Operator

BELGRADE, Serbia – Serbia offered a tender Tuesday for a third mobile phone operator in the country, setting the minimum price at euro320 million (US$405 million) for the envisaged 10-year, renewable license.

The Balkan country’s Telecommunications Agency announced the decision along with conditions for perspective bidders: offers will be considered only from a well-established mobile telephony provider that has at least 3 million customers and 2005 revenues in excess of euro500 million (US$632 million).

The announcement came just months after a major state-run provider was sold to Telenor ASA, of Norway, for euro1.5 billion (US$1.9 billion) along with a 10-year, renewable operating license. The other existing mobile phone company in Serbia is state-run Telekom.

The agency said that interested companies can acquire necessary documentation about the tender and make official offers Nov. 3.

Telenor says it did not break Thai laws on DTAC stake

Norway’s Telenor said it did not break the law when it set up a joint venture to increase its control over Thailand’s DTAC mobile phone operator, a Dow Jones report said.

“We are confident that we’re abiding by local rules and regulations in Thailand ,” a Telenor spokesperson, quoted by the Dow Jones report, said.

The report said the comments followed news that Thailand’s ministry of commerce would conduct an investigation into 16 local and foreign companies, including Telenor, to determine whether or not foreign shareholders had used nominees to sidestep limits on foreign holdings in Thai companies.

Under Thai laws, foreigners could not hold more than 49% in local firms of certain industries such as telecom and aviation, the report said.

Telenor holds a 33% direct stake in DTAC, but also has a 25% stake in United Communication Industry, which in turn controls 42% of DTAC. It also owns 49% of Thai Telco Holdings, which has a 40% stake in United Communication, according to the report.

The investigation comes ahead of national elections following the family of Prime Minister Thaksin Shinawatra’s sale of a controlling stake in telecom holding company Shin to Temasek Holdings, the report said.

Temasek allegedly used proxy shareholdings to keep its holdings in Shin below the 49% limit, the Dow Jones report further said

Namibia’s MTC mobile firm to build 3G network

JOHANNESBURG (Reuters) – Namibia’s main mobile phone operator, Mobile Telecommunications Limited (MTC), 34-percent owned by Portugal Telecom, plans to launch third generation services and Siemens will build the network.

Siemens said in a statement late on Monday it had agreed to supply and install a new 3G HSDPA network, which connects customers to high-speed broadband services via their mobile phones.

The statement said the new technology — one of the first 3G networks in sub-Saharan Africa — would give MTC an edge as it girds for the launch of a second mobile operator, Powercom, planned for later this year.

“The installation of a 3G HSDPA network will give MTC a significant technology advantage over its new competitor,” said Siemens, adding it expected the network to be up and running by the end of the year.

MTC’s new rival Powercom is owned by Norway’s Telecom Management Partners, the Namibian energy utility NamPower and several others. It has said it plans to build 3G technology but has yet to announce concrete plans.

Industry analysts and companies are divided over whether 3G technology — which have had mixed success in the West — makes good business sense for the world’s poorest continent, where only a tiny proportion of users will be able to afford the services.

However proponents point out that on a continent with patchy fixed-line services, mobile technology could boost access to broadband Internet access.

South Africa’s Vodacom, owned by Vodafone and Telkom, and MTN have already launched 3G services. Mauritius already has 3G services and networks are being built in Zimbabwe and Tanzania.

Cloud considers T-Mobile complaint

The wi-fi operator The Cloud may lodge a formal complaint with the German regulator against T-Mobile, the mobile telecoms division of Deutsche Telekom. The two companies compete in the mobile broadband market and the fast-growing British company believes T-Mobile is using its economic muscle to stifle competition.

George Polk, founder and chief executive of The Cloud, said: “T-Mobile is spending an uneconomic amount of money to compete with us.” He said the company would consider complaining to the German telecoms regulator over the coming weeks but added that there could be a better way to resolve the situation.

The Cloud is one of Europe’s largest wi-fi network providers and works with incumbent telecoms operators to provide access to its network of hot spots through wholesale agreements. The Cloud’s network provides users with wireless broadband access, allowing business customers to use laptops in coffee shops and hotels. It has built a wi-fi network in London’s Canary Wharf area and recently won a contract to build a network in London’s financial district that was contested by BT and T-Mobile.

Mr Polk, who founded The Cloud in 2003, said despite competing against incumbent operators for contracts, the company maintains a good relationship with such companies across Europe. The Cloud has worked closely with BT in the UK since 2003 and recently signed up Norway’s Telenor as a customer.

It entered Germany in early 2005 by acquiring a small wi-fi company. But it has found competing against the aggressive German incumbent tough.

Mr Polk said that despite The Cloud’s strong growth over the past two years, he still does not expect a flotation of the business for at least 18 months. It received funding from the private equity companies 3i and Accel Partners when it expanded into continental Europe. Mr Polk said the company is likely to raise more capital over the coming months to fund further expansion of its network into Spain, France and Italy.
