New rules in Europe and part of the U.S. are making cell phone manufacturers form recycling programs and consider phones that have less toxic material.

“Indeed, some countries are considering punitive fines for manufacturers of phones and other electronics that don’t meet these standards,” the story says.

For instance, Palm Inc. was forced earlier this year to stop selling its Treo smart phone in Europe, which hit the company’s shares. The company is going to ship a smart phone that complies with EU rules sometime later this year, the story said. Nokia and Motorola are also considering new types of phones, the story said.
