India’s GSM operator, Vodafone is preparing to launch its 3G service in the Uttar Pradesh (East) circle soon.

Bharat Sanchar Nigam Limited (BSNL) and Aircel have already launched their 3G services in the circle. Aircel launched its 3G service in Lucknow last week.

According to COO Ravi Santhanam, in the first phase, the 3G service will be launched in Lucknow and Kanpur and gradually, other pockets would be covered too.

Vodafone is the largest operator in the circle with about 13 million subscribers.

He added that although UP (E) is the biggest circle in terms of population, the penetration level is much lower at 40%, compared to the pan-India average of 55-60%.

Bharti Airtel has launched 3G service in Delhi today enabling subscribers to access high speed internet and video telephony.

The company launched its 3G Mobile services on the back of a strong network powered by over 1,800 3G sites in the National Capital Region spanning Delhi, Gurgaon, Faridabad and Noida.

Bharti Airtel is the third private operator after Tata Teleservices and Reliance Communications to launch 3G services in the country. State-run BSNL and MTNL are also offering these high speed services.

According to Bharti Airtel President (Mobile Services) Atul Bindal,  with just over a month since the launch, their 3G network covers around half a million customers and has 4,500 sites which is available across seven cities. The company is definitely witnessing the tipping point of non-voice and data explosion in this country and will be bringing the Airtel 3G advantage pan-India soon as promised.

Airtel 3G will allow customers to enjoy a variety of exciting service offerings including Mobile TV, Video Calls, high-speed internet and video capabilities on social networks. Further, a wide range of live and on-demand TV channels as well as shows would be available on Airtel 3G Mobile TV at an affordable price of US$0.88 for 20 minutes per week.

Vodafone Essar has announced its plans to launch 3G services in a phased manner by the end of this fiscal.

According to Vodafone Essar Director (Enterprise and Carrier Business), Naveen Chopra, they have a 3G-ready network, currently in optimization which they will be launching very quickly. Presently, trials are on and the service is expected to be launched in a phased manner by March. The roll-out will be on city-wise basis and not pan-India or state-wise.

He added that the telecom firm, which recently launched fixed line data and voice services for enterprise customers or mobile corporate customers, is eyeing to double its revenue from such customers in five-years. Currently, it is in the region of 8-10% and it should be doubling in five-years. The firm has the capability of servicing enterprise customers for fixed line and the company has over 95,000 km of optical fiber and a 3G-ready network.

The company in collaboration with IT major Wipro has also built a state-of-the art network operation centre in Pune to service fixed line customers.

Chopra further stated that Wipro will be managing both end-to-end services of both managing the fixed line network as well as understanding their customers, right from provisioning line network as they come out on fixed line services and then monitoring their performances as well as ground support etc.

Aircel has launched its 3G services in Chennai with an aim to increase mobile internet penetration.

According to Aircel Chief Operating Officer, Gurdeep Singh, 3G will collapse all barriers. It will revolutionize entertainment since it is a highly interactive medium and bandwidth will not be a constraint. The pan-India operator has won 3G licences in 13 telecom circles across India and will be launching 3G services in the remaining circles by mid-March.

He added that they will launch the 3G services in 11 circles by first week of March and the remaining circles in the middle week of March.

Aditya Birla Group Company, Idea Cellular said the TRAI recommendations on 2G spectrum pricing were flawed and adopting them would be like “slaughtering the goose laying golden eggs of progress”.

“We are dismayed by the continual flip-flops in policy formulation in the telecom sector. In the same breath, the principles of transparency and auction-based spectrum pricing are touted, whereas arbitrary and unreal administered numbers are sought to be portrayed as ‘market based’,” Idea said in a statement Friday.

The Telecom Regulatory Authority of India (TRAI) has recommended fixing the price for 6.2 Mhz of pan-India start-up 2G spectrum at Rs 10,972.45 crore (US$2.4 billion), more than six times the present cost of Rs 1,658 crore.

TRAI has also said every Mhz of additional spectrum (on an all-India basis) beyond the contracted limit of 6.2 Mhz would cost a massive Rs 4,571.87 crore.

Most of the telecom firms, including Bharti (BSE:532454), Vodafone, Idea and state – owned companies like BSNL and MTNL, hold extra spectrum beyond 6.2 Mhz and the new norms would put a huge financial burden on these telcos.

“Even more curious is how total spectrum holdings are sought to be aggregated for some operators, but disaggregated for select others, never mind the loss to the exchequer or basic level playing field considerations,” Idea said.

Other leading telcos like Bharti airtel and Vodafone have also criticised the recommendations calling them “flawed, illogical and discriminatory”.

“Our sector has seen many absurdities already. The goose that laid the golden egg of progress, is being led to slaughter. We can only hope that reason will prevail and a market driven mechanism will be allowed,” Idea added.

Indian Telecom Regulator, Telecom Regulatory Authority of India (TRAI) has reported that after the national launch of the Mobile Number Portability (MNP) service, more than 17 lakh mobile subscribers have opted for this facility that allows users to change their service provider while retaining the number.

According to TRAI, the MNP service was introduced on a pilot basis in Haryana on November 25, 2010 and was later rolled out pan-India from January 20 this year. Of the total 17.11 lakh requests received, about 2.29 lakh were from Haryana circle where MNP was first implemented.

In other circles, Gujarat saw the highest number of switching requests at 1.67 lakh, followed by Rajasthan (1.44 lakh) in Zone-I (northern and western India). In number portability Zone-II (southern and eastern region), maximum number of requests were received in Karnataka (1.16 lakh) and Tamil Nadu (1.14 lakh) circles.

TRAI added that it is constantly monitoring the implementation of the service. It was noted that certain requests were rejected by the  telecom operators because subscribers had quoted incorrect Unique Porting Code (a unique number given to a subscriber who wanted to change his operator) in the porting form. The rejection was also on account of non-payment of outstanding bills and non-completion of 90 days from the date of activation of mobile number.

DoT has asked all mobile phone companies to submit a detailed status report by Wednesday on the first wave of implementation of mobile number portability (MNP).

The move comes after the department’s monitoring wing received several complaints that customers of all operators were facing difficulty porting out from their existing service providers.

Each mobile phone company has been asked to submit a detailed factsheet on the total number of port-outs, port-ins and the number of successful unique porting codes (UPCs) generated since January 20.

Senior executives of mobile phone companies that have attracted maximum complaints from customers are likely to be summoned this week by the telecoms ministry to resolve matters expeditiously.

According to a Director in Telecom Ministry’s Term Cell, customers who have been trying to port-out for the past 10 days have misgivings about virtually every service provider, be it Aircel, Bharti Airtel , RCOM, Vodafone Essar, Idea Cellular, Tata DoCoMo to BSNL. Which is why, they have asked all operators to make detailed submissions on their UPCs generated so far, along with the total number of people who wish to port out and port into their respective networks during the first week of MNP implementation. They reckon it is teething trouble as every operator realizes that forcibly holding onto a customer would be a limited game that would come to nought in the long run. The Term Cell is the DoT’s vigilance wing that is tracking MNP implementation on a pan-India basis.

While executives at Vodafone Essar, Bharti Airtel and Anil Ambani-promoted RCom stated that they had received a copy of the DoT directive seeking a status report on MNP implementation so far. Though it could not be independently confirmed, industry executives familiar with the matter revealed that Aircel’s national retail network team was working the round the clock to address teething issues linked to MNP implementation. It is learnt that the Aircel network has logged a meaty 29000 port-in requests over the past 10 days.

The senior official of the company of Aircel has revealed that the company is planning to formally launch its 3G services in the market in the next 40-60 days.

According to Aircel Chief Technology Officer Mallikarjuna Rao, they are planning to launch the service in all the 13 circles they won.

He added that the company’s 3G service will be pan-India and there will be collaboration with other telecom companies who have the 3G licences in other circles. They will go for a pan-India footprint. It will be give and take thing because nobody has the pan-India licence and everybody will go for a pan-India service. Te company will use the intra-circle roaming system.

Vodafone Essar has today announced that 3G services in Mumbai and Delhi circles will be launched in the first quarter of 2011. Vodafone won the 3G mobile spectrum auction in 10 circles.

According to Sanjoy Mukerjee, director business operation, Vodafone, the world is moving fast and it is time for the company to change to fast technology that will come with 3G. In 3G the company can have theoretical speed of 21 mbps. 3G services will be available for customers by January or February in 2011.

While the demonstration of 3G technology, Vodafone executives from Delhi made first live video call to Marten Pieters, managing director, Vodafone. This was the first live 3G video call made by a private telecom company in India.

Sanjoy Mukerjee anticipated that around 10% of its existing 2G customers will shift to 3G services once the services are launched. The company will allow 2G customers to retain the same number. Only upgrade will take place to 2G.

He stated that Vodafone is in talks with other quality telecom operators having 3G spectrum to facilitate pan-India availability of 3G networks to its customers.

On the affordability of 3G service, Mukerjee mentioned that the services will be affordable for customers and there will be different tariffs for different set of customers. The company is still working on tariffs but expects that Vodafone tariff will suit its customers.

Recently Vodafone had selected Nokia Siemens and Ericsson as partners to launch the service in the country.

In the meantime, according to the company’s Managing Director Marten Pieters, Vodafone Essar is planning to spend $400 million to $500 million on 3G networks in the next one to two years.

The mobile number portability has again became a question mark as Indian telecom operators to scuttle the launch of mobile number portability (MNP) and lack of will on the part of the government to ring in the new rule which has dashed all hopes of it becoming a reality from October 31, the government’s latest deadline for putting MNP in place.

MNP gives the opportunity to mobile subscribers to migrate to other operators while retaining their number within the circle. The MNP roll-out was initially to take place by December 31, 2009 in all the metros across the country. The deadline was later deferred to March 31, 2010 and then to June 30, 2010. The government had set October 31 as the latest deadline for the roll-out of MNP across all 23 telecom circles in the country.

MNP is now all set to get postponed for the fourth time in less than a year.

According to officials, MNP is expected to be pushed forward by two to three months. A government panel, which was expected to take a call on security clearance for US-based Telcordia Technologies Inc, which together with Syniverse Technologies Inc was supposed to roll out MNP pan-India from October 31 – has not met so far.

DoT had earlier issued a show-cause notice to Telcordia asking why its license for MNP should not be cancelled. Telcordia has been given time till the third week of October to respond to DoT’s notice, making the MNP roll-out almost impossible.

Telcordia Technologies received Foreign Investment Promotion Board (FIPB) approval for India’s MNP project in March last year.

But the home ministry revoked the clearance in August on security grounds as the company has operations in Pakistan.

Telcordia explained that it was only a software vendor for Pakistan operations and had no other business interests there. But the Indian authorities are not convinced.

As per Telecom officials, lobbies have been creating trouble for Telcordia Technologies Inc by raking up the issue of its operations in Pakistan. This was aimed at delaying the implementation of MNP.
