Reliance Communications has launched the first 3G network in Jharkhand. In the first phase, the services will be available in 6 towns of Jharkhand including Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh and Jharia. Recently, Reliance Communications had launched 3G services in Delhi, Mumbai, Kolkata and Chandigarh.

The network is capable of offering peak speeds up to 28 Mbps.

Reliance Communications will be launching Reliance 3G services across all 13 telecom circles, where it holds 3G licenses, by end of Fiscal 2010-11. The company is aiming to offer national 3G coverage through associations with other 3G licensees in the balance 9 telecom circles during the course of next year.

Reliance Communications holds 3G licenses in the telecom circles of Delhi, Mumbai, Kolkata, Punjab, Rajasthan, Madhya Pradesh, West Bengal, Himachal Pradesh, Bihar, North East, Jammu & Kashmir, Orissa and Assam.

The Supreme Court has asked the telecom tribunal TDSAT to decide the plea of Aditya Birla group firm Idea Cellular against DoT to issue it 3G spectrum in Punjab where the allocation has been pending because of Idea’s merger with Spice Telecom.

A bench comprising Justices G S Singhvi and A K Ganguly asked the Telecom Disputes Settlement and Appellate Tribunal to take a decision on the plea of Idea.

As per the bench, it is related with 3G spectrum allocation and it should be dealt with separately.

The TDSAT had stopped hearing after the Attorney General had mentioned before the Tribunal that the Supreme Court had restrained all courts from passing any order on allocation of spectrum.

Following that, Idea had approached the Supreme Court seeking its clarification on the issue.

Bharti Airtel has launched an Internet TV service that will enable its broadband customers to access a range of live and video-on-demand (VoD) content via their PCs.

Service called Airtel broadband TV will offer three tariffs starting at US$1.09 per month for three channels, up to US$2.20 per month for 28 streamed channels, 19 VoD channels and 12 movie channels. The service will offer a range of content including news, entertainment, documentaries and music.

According to the company, customers will not have to pay for the extra bandwidth consumed when accessing Airtel TV, with exception of users in Punjab and Noida. The service offers consumers a low-cost way to access VoD content since it does not require them to buy a set-top-box or IP-enabled TV.

Bharti Airtel claimed it is revolutionizing the TV watching experience.

According to Girish Mehta, Chief Marketing Officer of Bharti’s telemedia services division, this initiative is part of their larger commitment to offer an enhanced broadband experience to their customers. They will soon be adding more content under news, soap and infotainment categories.

The Indian government has issued notices to Aditya Birla group company Idea cellular for Punjab circle and new operator Etisalat DB for Delhi and Mumbai for cancelling their 2G licences for missing roll-out obligations respectively.

According to DoT Secretary R Chandrashekhar, a notice has been issued to Idea Cellular for Punjab circle.

Earlier, a similar notice had been issued to Etisalat DB  for cancellation of its licence in Delhi and Mumbai circles.

In Idea’s case, the notice has been issued for not meeting launched obligations and for other violations of licence conditions.

DoT  issued Letters of Intent (LoIs) to Idea Cellular for providing Unified Access Services in nine service areas– Kolkata, West Bengal, Assam, Karnataka, Orissa, North East, Jammu & Kashmir, Punjab and Tamil Nadu (including Chennai) on January 10,2008.

A new study has revealed that the number of 3G subscriber connections in India are predicted to reach 400 million mark within four years, representing almost 30% of the country’s total mobile connections.

According to the study, 3G connections are set to grow three-fold between 2011 and 2015 as operators ramp-up launch of new 3G networks.

It added that Indian operators spent a combined $15 billion in acquiring Wideband Code Division Multiple Access (WCDMA) 3G spectrum at an auction last year and are forecast to jointly invest a further $2.5 billion in building the new networks and launching 3G services in 2011. More than 80% of 3G connections would be based on WCDMA in five years, with the remaining 20% on CDMA-based 3G networks. Competition in the Indian 3G space is likely to be intense as most operators have set ambitious targets.

The study notes that India’s Circle A and Circle B service areas would account for 75% of the country’s 3G connections by 2015. Even though initial 3G launches are concentrated in the so-called metro areas (Mumbai, Delhi, Chennai, Kolkata), they will soon be outstripped by fast-growing demand for 3G in more populous regions such as Punjab, Bihar, Andhra Pradesh and Haryana.

According to the study, by 2015, 3G market shares will more closely resemble the overall national picture: Bharti — India’s largest operator — is forecast to command the largest 3G share (18 per cent), followed by Reliance (15 per cent) and BSNL (13 per cent).

Reliance Communications has launched its 3G services in the three districts of central Kashmir and promised to cover the whole Valley in the next two months.

With the launch of the service, RCom has become the first private company to launch the service in the Valley.

According to Vivek Kumar, the company’s executive for the state, the north Kashmir health resort of Gulmarg and south Kashmir tourist resort town Pahalgam would be provided the 3G services within the next one month. While providing the 3G service in the Valley, the company was strictly abiding by the directives of the central telecom ministry and also the security guidelines governing such services. Recently, the company launched 3G services in Chandigarh, Punjab, Jammu and Mumbai.

The company executives added that with the 3G services in place, subscribers in Kashmir would have access to an Internet speed of 7.2 megabytes per second, 110 television channels, video conferencing, social networking and mobile cinema.

He concluded with the statement that Reliance Communications will lead the creation of a wire-free India through the launch of an affordable 3G service for all.

­Idea Cellular has been threatened with the loss of 3G spectrum and several of its GSM licenses after the Additional Solicitor General of India stated that the company had broken M&A rules when it brought a stake in Spice Telecom in 2008.

The Additional Solicitor General (ASG) also proposed a fine of US$66 million against the company.

Idea Cellular has strongly denied the allegations.

The ASG has sent his report to the Department of Telecom writing that the two companies violated a lock-in period clause which says that telecoms companies cannot enter in mergers within three years from the effective date of their licenses being granted. In total, four new licences were issued to Spice and two to Idea Cellular on January 25, 2008. Hence,mergers of their operations should not have started until January 2011.

In 2008, Idea brought a 41.1% stake in Spice – which resulted in the companies holding overlapping licenses in six of the country’s telecoms circles (or licensed zones). The ASG has suggested cancelling the new licences in these six circles of Delhi, Maharashtra, Andhra Pradesh, Haryana, Punjab and Karnataka.

According to the company’s statement, the Idea and Spice merger, since approved by the courts, happened to involve six overlapping licenses. Despite being issued spectrum for five of these, it is Idea which advised the DoT that it was not using such spectrum; in effect, placing overlapping licenses in a de facto escrow pending receipt of the DoT’s formal letter of merger, including surrender, if at all that was attracted.

In addition, Idea has won 3G spectrum in four out of the six circles and DoT has been advised to withdraw the 3G spectrum or  the licence would be cancelled.

RCom launches 3G in Kashmir (India)

Reliance Communications (RCom) has launched 3G services in Kashmir.

According to the company, last year, in December, RCom launched 3G services in Delhi, Mumbai, Kolkata, Chandigarh, Punjab, Jammu and Rajasthan.

According to RCom’s J&K Circle Head – Wireless Business, Ataul Haque, launching of 3G capabilities in Kashmir is an integral part of their Vision 2015 of creating a “Wirefree India” built upon the affordable 3G-for-all platform. In May, 2010, RCom bagged 13 key telecom circles during the 3G auction, including the key metros of Delhi, Mumbai and Kolkata.

The company also holds 3G licences in the telecom circles of Punjab, Rajasthan, Madhya Pradesh, West Bengal, Himachal Pradesh, Bihar, North East, Jammu & Kashmir, Orissa and Assam.

MNP a hit in North India

The northern region of the country comprising Jammu and Kashmir, Himachal Pradesh, Punjab and Haryana has seen a noticeable increase  in the number of subscribers requesting for mobile number portability (MNP) since the launch of  service.

According to the data collected from the Telecom Regulatory Authority of India (TRAI), there have been requests from nearly 300,000 subscribers till February 2 from the northern region, while 1,350,000 subscribers have requested to avail the facility across India.

According to the data, Haryana is the frontrunner with 212,000 requests followed by Punjab (75,000), Himachal Pradesh (9,000) and Jammu and Kashmir (500). Insiders feel, in the coming days the figure might witness a quantum jump in Punjab and other states.

It is worth mentioning that Punjab has the highest telecom density. The state has a telecom density of about 80% as compared to the national average of 65%. Further, Punjab recorded over 21 million telecom subscribers, Haryana (about 17 million), Himachal Pradesh (seven million), Jammu and Kashmir (about one million) up to December 2010.

However, consumer organization revealed that many subscribers were finding it difficult to switch operators under the new MNP scheme.

Indian mobile network operator Reliance Communications (RCOM) has inaugurated commercial 3G services in the Punjab circle.

According to the company, it will initially offer 3G services in the cities of Jalandhar, Amritsar, Ludhiana, Patiala and Bhatinda cities. According to Sabyasachi Chakraborty, who heads up the company’s wireless operations in the region, the  launch of Reliance 3G is an integral part of their vision 2015 of creating a wire-free Punjab built upon the affordable 3G for all platform … Personalisation of services, simplification of tariffs and a content rich portfolio will enable Reliance customers to get better 3G experience in Punjab. They will offer the widest bouquet of cutting edge services including video calling, mobile TV and video streaming.
