www.WirelessFederation.com/news: BSNL has allocated a capital expenditure of Rs 1,250 crore to make its network ready for number portability, which enables subscribers to change service providers without changing numbers. BSNL is required to make an initial capital expenditure (CAPEX) of about 1,065 cores for making its basic and mobile networks MNP compliant, in addition to annual OPEX of about Rs 185 crores for the purpose of MNP service, according to a company official.
The firm has asked TRAI to make provisions to ensure parties involved in the operation, donor operators, fixed line operators, recipient operator and the MNP service provider, get a share of the porting charges, which are paid by customers who port their numbers.
According to TRAI officials, hey are trying to keep the charges around Rs 200.

TRAI has asked the operators to be technically ready for the implementation of MNP system so that the MNP can be introduced as soon as the policy guidelines are figured out.

The operators will have jointly create a central clearing house to facilitate porting within three months. However, the operators have said they will not be able to do this within that time.
AIS, DTAC and TrueMove are set to report to the regulator that they cannot meet the deadline, AIS president Wichian Mektrakarn said. The National Telecommunications Commission, however, reportedly said the operators should have made progress on MNP services some time ago as the regulator discussed the regulations with the operators two years ago.

GSM operators anticipate to see a further increase in this number following the introduction of third generation (3G) services by the end of this month. Science Technologies and Communication Council (BTK) President Tayfun Acarer said the speed of the number portability process was relatively higher in Turkey than in European countries. “In Turkey, 8 percent of all mobile users have switched networks in eight-and-a-half months, while EU countries spent four or five years to reach the same level. We are continuing nonstop, and the rate will reach 10 percent in a short time.” Acarer said out of 5.5 million who attempted to take advantage of the new application, some 4.6 million have successfully switched to new operators, while the remaining 200,000 were still waiting for the application process to be completed, adding that the system was running smoothly. Mentioning “unsteady subscribers” who continuously switch from one operator to another without paying their bills, Acarer said such activities cause companies to lose a considerable amount of money, noting: “We have met with the operator managers on the issue, and they have taken certain measures to avoid such abuses. A subscriber will not be able to switch to another before staying with that provider for three months. This regulation will help minimize ‘habitual crimes.’” Acarer said the number of subscribers makes up just 2 percent of the 67.5 million cell phone subscribers in Turkey.
BTK head states that “With a number of newly introduced promotions, subscribers can have the chance to make calls for cheaper prices than ever before.”
www.WirelessFederation.com/news: Mobile Number Portability, MNP, which was to launch in India this October, is now likely to delay by a month as the figures for MNP transfer fee is not yet set, said an official from Telecom Regulatory Authority of India (TRAI).
“TRAI is likely to float consultation for MNP next week. After which we will be able to decide on the final fee for it. There are chances of slight delay. It may start from November but we are making our efforts to be in time,” said the official.

Manx Telecom is making an investment of around £1 million to make it happen. The telecommunications companies say they want to make it as simple as possible for customers and it’s all about consumer choice. It is anticipated MNP will bring competition among the providers.

Considering the mobile number portability which is expected to become a reality in September, he said they would welcome it. The number portability will make more people to come to us. For us, we expect the churn-in to be more, Mr Thayil said.
