SmarToneMobile operator SmarTone will be ending its unlimited data plans from 13 February 2012, and will be replacing them with ‘User pays’ plans. As per the telecommunications authority OFTA’s guidelines concerning the regulation of operators’ network control management and Fair Usage Policy (FUP), any unlimited usage plan shall not be subject to any limitation in the name of FUP.

Further, SmarTone considers traffic control management and FUP are indispensable to safeguard stable network operations and quality for all. Thus, in effect, unlimited usage plans can no longer be offered. According to company reports, the operator has said that cost will eventually increase with ever increasing usage.

The user pays principle is fair to all customers and charges a consumer based on their usage level. Data allowance for previously unlimited usage plans has been set at 2GB per month. However, customers can top up on an ‘Advise & Consent’ basis for occasional higher usage – ensuring customer control and no bill shock.

Hong Kong has completed its auction of 20MHz in the 850 and 900MHz bands, raising a total of US$250.59 million.

The Office of the Telecommunications Authority announced that SmarTone has acquired frequency rights in the 832.5-837.5 MHz band paired with the 877.5-882.5 MHz for US$112.34 million. 3 Hong Kong acquired rights to the 885-890 MHz band paired with 930-935 MHz for US$138.26 million.

Five mobile network operators and one fixed network operator took part in the spectrum auction, which started on February 28 and saw 41 rounds of bidding over four days. The 15-year unified carrier licences require the winning bidders to provide services for areas with at least 50% of the population of Hong Kong within five years from the grant of the licences.

OFTA, Hong Kong’s telecoms regulator has announced that six bidders have come forward in its auction for 850MHz, 900MHz and 2GHz band mobile licenses.

The companies namely: China Mobile Hong Kong (Peoples), CSL, Hong Kong Broadband Network (HKBN), PCCW (Hong Kong Telecommunications), Hutchison Telephone Company (3) and SmarTone.

The bidders include all five incumbent Hong Kong cellcos, whilst HKBN, part of City Telecom, is a domestic fibre-based broadband operator. Applications are now closed and OFTA will launch the auction bidding at the end of this month.

­New research reports has revealed that given Hong Kong’s market maturity and high penetration levels, researchers expect that the focus of operators to continue shifting from subscriber acquisition to subscriber retention, an effort to be pursued by increasing investment in service innovation.

It is expected that the Hong Kong telecom market to generate $4.8 billion in 2010, recovering to 2008 levels after a revenue decrease to $4.6 billion in 2009. In 2010, however, solid growth in mobile data usage and a recovery in mobile voice revenue due to increased usage levels will lead the market to renewed growth. The growth will continue over the next five years, when the territory’s total telecom services market revenue will advance at a 2.8% CAGR to reach $5.5 billion in 2015.

Data and content services will be the main growth drivers, with mobile data services rising at a 10% CAGR between 2010-2015 on the strength of increased adoption of data-centric devices, such as 3G data cards and smartphones. To that end, mobile operators have been very aggressive, introducing smartphone models, data cards, and embedded devices, most of which have been successful in encouraging higher levels of data usage.

Hong Kong’s broadband and mobile penetration rates are among the highest in Asia, respectively at 94% of households and 144% of the population at year-end 2010. Operators must give special attention to creating innovative content and value-added services because broadband connectivity is reaching saturation levels. They must also pay special attention to bandwidth capacity to avoid overload.

Mobile data growth will be driven by the efforts of operators, such as 3, PCCW, and SmarTone, which are aggressively offering mobile data cards, netbook data card bundles, and smartphones with unlimited data access plans. Pay-TV growth will benefit from operators’ bundled offerings for both new and existing customers, as well as by attractive pricing plans and FTTx expansion.

www.WirelessFederation.com/news: A new three-year contract has been awarded to Ericsson by Hon  Kong mobile operator SmarTone  under which the Swedish technology provider will upgrade the cellco’s entire network to 42Mbps HSPA+ standard by the end of this year.

Company’ s first 42Mbps HSPA+ base stations entered operations a couple of weeks ago and 42Mbps HSPA+ roll out will take place over the entire network by the end of the year.  According to SmarTone CEO Douglas Li, the deployment of the Ericsson multi-mode, multi-standard base stations would ‘smooth the way’ to providing peak speeds of 84Mbps as well as accommodating the future upgrade to Long Term Evolution (LTE) technology.

SmarTone launched commercial HSPA+ services in November 2009, HSUPA services two years before and has launched 28.8Mbps HSPA+ mobile broadband packages last month itself.

www.WirelessFederation.com/news: The HSPA+ network of Hong Kong mobile operator SmarTone-Vodafone has been upgraded to deliver speeds of up to 28.8 Mbps. The aim of the company is to provide peak network speeds of 84 Mbps.

‘Power 28′ price plan has also been launched by the telco along with the announcement of network upgradation. Free upgrade to its new Power 28 price plan for all existing Power 21 customers automatically has also been offered by SmarTone-Vodafone along with a free firmware upgrade for their USB modems.

The cost of the Power 28 plan is HKD 388 per month and includes unlimited local data usage.

www.WirelessFederation.com/news: 7% year-on-year decrease in the total revenue for the six months ended December 31, 2009 has been released by Hong Kong-based cellco SmarTone. Lower handset and accessory sales, and a 2% decline in services revenue brought the revenue to USD233 million.

As a result of the reduction in interconnection charges and cost control measures, 7% growth in the EBITDA has been recorded while the net profit increased by 112% to HKD111 million. 8% rise in the customer numbers has also been recorded, reaching to 1.231 million as of December 31, 2009. Out of this, 70% were post-paid customers.

Post-paid churn rate improved to 1.5% from 2.0% and blended ARPU fell by 7% to HKD214 in the six-month period compared to HKD230 a year earlier. The trend reflects continued downward pressure on local tariffs and lower roaming revenue.

23% year-on-year increase has been witnessed in data service revenue and it accounted for 33% of service revenue in the period under review. The HSPA+ network is already complete till 28.8Mbps, increasing the network speed to 42Mbps in 2010. This will pave the way for 80Mbps and even higher speeds with the implementation of 4G LTE services.

3G license was awarded to SmarTone in September 2009 and the country will start enjoying the 3G network in 2010.

Azercell Telecom, a mobile operator, has concluded GPRS/MMS agreement with Sunday???, Hong Kong, and Mobitel???, Bulgaria, operators, Trend reports.

This is the third GPRS/MMS roaming agreement with Hong Kong and the second one with Bulgaria, which Azercell Telecom??? concluded. Therefore, the subscribers of Azerbaijan’s mobile communication leader could already use GPRS roaming services of Hong Kong CSL Limited and Smartone-Vodafone??? and Bulgarian Globul???.

So far Azercell has signed G?RS/MMS roaming agreement with 58 operators in 29 countries.
