Sybase 365, a subsidiary of Sybase, Inc. (NYSE: SY), the global leader in mobile messaging and mobile commerce services, today announced the expansion of its messaging destinations in the South Pacific over its international SMS hub. Sybase® SMS 365 now enables BlueSky American Samoa, Pactel in Tuvalu & Cocos Islands and Timor Telecom, to exchange in and outbound SMS with 900 mobile operator partners and 4.5 billion subscribers around the world. Joining the hub later this year is Solomon Island’s newest mobile operator, bemobile Solomon Islands.
Sybase 365 solves the complexities of interoperability management, enabling mobile operators to raise the value of their international messaging business and dramatically expand their global reach,†said Matthew Tonkin, Senior Sales Director Asia at Sybase 365. Sybase 365′s long history and global experience as an SMS hub provider is unmatched. In the Pacific region alone, we provide connectivity for 70 percent of island operators and we will further expand our reach in the coming months. Our sharp focus and investment in innovation not only meets, but exceeds the requirements of our customers, with the benefits ultimately flowing to mobile subscribers around the world.â€
To this end, Sybase 365 is also working with mobile operators in the Pacific region to join its next generation GRX hub for international data traffic routing over IP. Sybase® GRX 365â„¢ – which is also IPX ready – is one of the largest, more secure and best performing private IP networks in the world with more than 70 operator partners connected to its on-net community.
As with the early days of SMS, operators recognize the benefit of hubbing connectivity over bilateral inter-operator agreements. Many mobile service providers face the challenge of having multiple interconnects, complicating operations and incrementing costs,†Tonkin said. An increasing number of operators recognize the value of delivering multiple services through a single, secure IPX connection and are selecting a combination of services to run over the IPX that suit their business needs, including voice and GRX data roaming services, as well as BlackBerry connectivity and signaling.â€
With Sybase 365, we can offer our subscribers vastly enhanced SMS connectivity with friends, family and business partners around the world,†said Adolfo Montenegro, President and CEO, Bluesky Communications. At the same time, international business travelers and holiday makers will be able to send and receive text messages to more destinations.â€
The South Pacific is the most remote region in the world, with only 3 million people inhabiting its 22 island countries. Telecommunications infrastructure is pivotal for these economies to connect with the rest of the world, and the region has one of the world’s highest mobile growth rates.

The Solomon Islands has confirmed that it is planning to offer the country’s third mobile license, just a few months after the country’s second network; B-Mobile launched its services.
Communications Commissioner, Nick Williams, made the announcement in Honiara, noting that the license will include an option to offer 3G services.
According to Williams, he hopes to award the license by March next year and to see the operator begin its service within 6 months. The incumbent operator had blocked the launch of the country’s second mobile network, B-Mobile for nearly ten months after its license was originally granted.
When the second license was tendered in 2009, Digicel applied for a license, but was rejected. Digicel had actually been granted a license in 2006, but Solomon Telekom successfully sued to block the network launch pending a review of its monopoly status.

The Solomon Island’s National Telecommunications Commissioner, Nick Williams announced that they are planning to tender for a third mobile operator license last week.
As per Mr Williams, this is part of major reforms that took place last year in which the government reached an agreement for Solomon Telekom to give up its exclusive license. The incumbent operator had blocked the launch of the country’s second mobile network, bemobile for nearly ten months after its license was originally granted.
When the second license was tendered in 2009, Digicel applied for a license, but was rejected. Digicel had actually been granted a license in 2006, but Solomon Telekom successfully sued to block the network launch pending a review of its monopoly status.
Mr Williams added that from 1st April 2011 there will be full liberalization of the telecoms market.

www.WirelessFederation.com/news: Digicel Pacific Limited is reportedly anticipated to launch its mobile phone service in Solomon Islands by April’10. For the launch to realise, Parliament is this week expected to pass the Telecommunications Bill 2009 to allow for competition in the telecommunications sector in the country before it goes into recess.

Digicel Pacific, the South Pacific arm of acquisitive Caribbean wireless operator Digicel, has announced that it has officially begun its pan-Pacific roll out with the commercial launch of a GSM network in Samoa. Digicel Pacific now offers a wide range of mobile services and products including free connection, per-second billing and text messaging (SMS). Digicel claims its new network has coverage of 80% of the population of Samoa.
Digicel received a GSM licence from the government of Samoa in April this year and subsequently acquired Telecom Samoa, operator of a TDMA-based network with around 30,000 customers; all existing customers will now be encouraged to switch to the GSM network and be offered a free handset if they agree to do so. In addition to Samoa, Digicel Pacific has GSM licences for Papua New Guinea (awarded in September 2006) and Fiji (April 2006); it also has an trial licence in the Solomon Islands.
