As per the Communications and Information Technology Minister, A Raja, Mobile number portability, which allows a subscriber to change his operator and retain his mobile number, will be launched on November 1.

Speaking on the sidelines of BSNL awards ceremony, the minister stated that the official announcement of MNP availability will be made on November 1, followed by a first phase rollout in 11 circles in north and west India from third week of November. MNP would be partially operational from November 1. They wanted to inaugurate it in Haryana.

The Department of Telecommunications (DoT) has divided 22 circles into two geographic zones. Each zone is further broken down into 11 service areas that represent cities within the zone. Zone 1, which covers the northern and western regions, has been given to Syniverse Technologies, while Zone 2 includes the south and east regions has been awarded to MNP Interconnection Telecom Solutions, a 74:26 joint venture between the U.S.-based Telcordia and Deepak Talwar Consultants Pvt. Ltd.

The mobile number portability has again became a question mark as Indian telecom operators to scuttle the launch of mobile number portability (MNP) and lack of will on the part of the government to ring in the new rule which has dashed all hopes of it becoming a reality from October 31, the government’s latest deadline for putting MNP in place.

MNP gives the opportunity to mobile subscribers to migrate to other operators while retaining their number within the circle. The MNP roll-out was initially to take place by December 31, 2009 in all the metros across the country. The deadline was later deferred to March 31, 2010 and then to June 30, 2010. The government had set October 31 as the latest deadline for the roll-out of MNP across all 23 telecom circles in the country.

MNP is now all set to get postponed for the fourth time in less than a year.

According to officials, MNP is expected to be pushed forward by two to three months. A government panel, which was expected to take a call on security clearance for US-based Telcordia Technologies Inc, which together with Syniverse Technologies Inc was supposed to roll out MNP pan-India from October 31 – has not met so far.

DoT had earlier issued a show-cause notice to Telcordia asking why its license for MNP should not be cancelled. Telcordia has been given time till the third week of October to respond to DoT’s notice, making the MNP roll-out almost impossible.

Telcordia Technologies received Foreign Investment Promotion Board (FIPB) approval for India’s MNP project in March last year.

But the home ministry revoked the clearance in August on security grounds as the company has operations in Pakistan.

Telcordia explained that it was only a software vendor for Pakistan operations and had no other business interests there. But the Indian authorities are not convinced.

As per Telecom officials, lobbies have been creating trouble for Telcordia Technologies Inc by raking up the issue of its operations in Pakistan. This was aimed at delaying the implementation of MNP.

In addition to its Number Portability Telcordia will also provide a resolution system that receives telephone number requests and returns call routing instructions. The resolution system will support protocols including SOAP and ENUM, making Telcordia the first provider of core network ENUM services in Thailand.

Press Release: Telcordia has announced the launch of the Telcordia Dynamic Pricing solution for operators in India. The solution will help mobile operators increase revenue, through increased usage of excess capacity, while helping to defer CAPEX that would otherwise be required to upgrade congested cells.

The Dynamic Pricing solution can help alter subscribers’ behavior by shifting usage to underutilized cell areas or less congested time slots in order to increase network usage and increase mobile network operators’ revenue potential. By offering dynamic discounts, operators can even turn non-customers into customers, increasing overall usage and revenue without compromising existing margins.

For example, when a customer enters a lightly used area, a message is sent promoting a discount on calls from that location for the next hour. Thus, price-sensitive customers are directly prompted to increase their total usage (where excess capacity exists). Over time, the effect is that elective calls are shifted to discounted cells, reducing congestion in peak cells.”

The new Dynamic Pricing solution, built on the proven asset base of Telcordia® Service Director, analyzes voice and data network traffic, computes cell-based discounts using a configurable algorithm, and broadcasts the discounts via the cell broadcast center. Indian mobile operators will be able to vary their pricing options based on a range of factors, including cell load, time of day, location, and past traffic patterns. Furthermore, subscriber response analysis feedback to the pricing engine helps operators optimize the pricing and avoid any pitfall of discounting.

This solution is pre-integrated with Telcordia® Real-Time Charging, which enables operators to create and deploy dynamic customer-specific rules for rating, discounting, promotions and settlements, and which, for dynamic pricing, applies the dynamic discounts according to actual usage. MNP gets govt approval in India

www.WirelessFederation.com/news: After a series of postponement and hassles that surrounded the implementation of Mobile number portability in India, the service seems to have come a step closer to reality as Ministry of Home Affairs (MHA) has given clearance to one of the companies selected to oversee the process.

Department of Telecommunications (DoT) selected Telcordia joint venture MNP Interconnection Telecom Solutions (MITS) India in March 2009. The move was taken to administer MNP in southern and eastern states, however, the ministry revealed in December 2009 there were security concerns over the ownership structure of MITS.

As a result of the delays caused by the reconsideration of the company’s status the launch of MNP would be pushed back from a March deadline to May. After the revelation that the ministry had reissued the clearance for MITS at a meeting held by the Foreign Investment Promotion Board (FIPB), the new timeframe looks reasonable.

After reexamining the matter, no objection has been conveyed by the ministry to the proposal subject to addressal of the certain issues. According to MHA, suitable conditions are imposed to ensure that the equipment and services provided to India or to any Indian associate company would have no connection with its operating company in Pakistan.

MNP soon to become reality in India

www.WirelessFederation.com/news: The much awaited service of Mobile Number Portability (MNP) will soon be implemented in India as the Union home ministry has finally agreed to give a conditional security to the Telcordia Technologies’ proposal to implement MNP.

Any staff of the US-based telecom firm, who has worked in Pakistan at any point of time, will not be employed in the Indian operations.

MHA’s conditional nod to Telcordia’s MNP venture will be conveyed in written to FIBP. The final FIPB nod will clear the decks for the introduction of MNP. Through this service the mobile subscribers will be allowed to switch to another service provider, while retaining their numbers.

The Indian Mobile Number Portability project is the world’s largest since mobile number portability was introduced into the US and is likely to be the largest for some time, as China is moving slowly.

The Telecom Regulatory Authority of India (TRAI) awarded Mobile Number Portability (MNP) contracts to US Based Telcordia and Syniverse in March 2009. MNP was meant to launch in August initially, which was later delayed to September and now the TRAI has revealed that it will be a phased launch – Main Metropolitan & Key Areas on December 31 and Rest of India on March 20, 2010.

“It was a little too aggressive a schedule” commented Tony Holcombe, CEO of Syniverse. Similar delays happened with mobile number portability projects in other countries, including the US and Singapore, he added.

Each of the two companies will run a database covering users in half the country: Syniverse handles operators in the north and west and Telcordia will take the south and east. The two databases will be connected.

According to the regulator, India has over 456 Million customers at the end of Aug 2009.
